Reporting to the Director City Corporate, the Manager Finance leads a small team responsible for all aspects of Council's finance, procurement and payroll functions and is the primary source of financial advice for the Executive Leadership team and Council.
Key responsibilities and accountabilities are:
- Provide strategic financial advice to the CEO, the Executive Leadership Team (ELT), and to the elected members of Council, with a focus on the identification, oversight, maintenance, and mitigation of key financial risks.
- Manage the long-term financial plan/model for Council and advise on the financial impacts of decision-making.
- Coordinate the annual recurrent and capital budgeting process working across directorates to develop budgets that meet operational needs while ensuring fiscal responsibility and financial sustainability.
- Manage all aspects of accounting, financial reporting, and internal control systems (including relevant policies) to ensure accuracy, transparency and compliance with accounting standards, enterprise agreements and State and Federal legislation, in particular the Local Government Act and associated regulations.
- Manage the preparation of regular capital and operating revenue/expenditure reports to leadership staff and to Council to ensure effective management of Councils annual budget.
- Manage the preparation of statutory requirements and annual Financial Statements including primary liaison with internal and external auditors.
- Manage Council's procurement function, ensuring value-driven and compliant processes and procedures are in place to provide best value purchasing.
- Ensure payroll and related issues are managed in a timely, accurate and confidential manner and the key payroll/financial components of the Enterprise Agreement are appropriately implemented.
- Provide strategic advice regarding the rate management function of Council.
- Assess financial risks and implement strategies to mitigate risks related to financial operations, investments, and regulatory compliance.
The successful candidate will have a CA/CPA accreditation with a tertiary qualification in accounting, finance, or related discipline. They will have proven experience in financial management, accounting practices and procedures including accounting standards. This position requires an energetic leader with a continuous improvement approach and best practice mindset. The successful candidate will have experience in developing and managing recurrent and capital budgeting processes and managing borrowings and investments in an organisational context. They will have effective people skills, with the ability to motivate a team and effectively manage competing priorities.
