Job description

To support and assist QCS to adopt and embed a future focused and strategic view to improve organisational outcomes through a diverse range of functions focused on improving organisational performance and capability including research and evaluation; strategic partnership and stakeholder relationship management; strategic planning; enterprise strategy; Operational Performance, data analytics and reporting; and innovation.

The Enterprise Strategy Group will focus on transforming QCS’ approach to strategy development. The group is responsible for developing QCS’s enterprise-wide strategic planning frameworks and processes to achieve organisation wide strategic objectives and priorities. The group works with internal and external stakeholders to ensure alignment of strategies to manage future demand, capacity and core capability.

In this role you will:

  • Initiate, plan and manage short-mid-long range projects for major / minor enterprise-wide initiatives related to the successful achievement of QCS vision and strategic objectives
  • Lead, develop and implement robust Strategic and Corporate planning with associated communication and stakeholder engagement plans, and delegate across the team; monitor or amend as required
  • Create sound project schedules and budgets for approved strategic planning or initiatives in consultation with wider stakeholders, other
  • Command Managers and project priorities, and ensure compliance with relevant QCS Policy and governance frameworks.
  • Contribute to the Command's overarching project management methodology, master schedule and delivery priorities, and where required provide support to the other Project teams with peak workloads, to achieve critical paths or during periods of leave.
  • Establish reporting mechanisms and ensure records are current at all times enabling accurate monitoring and subsequent reports to Senior
  • Management to be generated. Such reports may also include new strategic initiative (research to implementation) phases, implementation progress, connectivity and measurable outcomes against QCS objectives, trend analysis, recommended updates or changes to current strategic directives, and similar.
  • Manage project risk and opportunities register; define specific risks or impediments to achieving strategic objectives and ensure mitigation plans are implemented in a pre-emptive and timely manner.
  • Collaborate with the Director, immediate team, and QCS stakeholders to understand, research and identify “fit for purpose” enterprise-wide strategies designed to achieve QCS objectives.
  • Contribute to the formation of contemporary planning frameworks and processes that facilitate a consistent and integrated approach to strategy development, effective implementation and evidenced outcomes or benefits.
  • Work closely with internal stakeholders at all levels across the organisation to “pave the way” for ongoing strategic engagement and implementation approaches, culture transformation to connect the planning processes with changing operating imperatives, and subsequently support the development of robust change capability and agile business logic.
  • Form and maintain quality relationships with external stakeholders, industry groups, corporate partners, other government agencies, non-government entities and not-for profit organisations on enterprise-wide strategic development, and benchmark planning frameworks and predicted strategy outcomes to ensure alignment with or amendment to QCS protocols.
  • Manage high value alliances with QCS reliant Government partners (as below) to understand cross-Department strategies and activities that contribute to QCS enterprise-wide programs or potential new initiatives:
    - Queensland Health
    - Department of Justice and Attorney-General
    - Queensland Police Service
    - Department of Youth Justice
    - Department of Education and Training, including TAFE and other VET providers
  • Contribute to enterprise strategic perspectives and advise senior and Executive levels on insights or risks to achieving organise-wide objectives.
  • Understand, translate and apply operational complexity, context, risks into QCS planning frameworks and ensure evidence-based research, data or intelligence are integrated into enterprise planning processes and decision making.
  • Support the formation of complex submissions, reports, briefing notes, presentations and correspondence relating to the responsibility of the
  • Command delivery remit, up to Commissioner, Cabinet, Parliament and to general public
