As our Manager (Strategic Compliance), you will:
- Lead development of a compliance strategy for Biosecurity Queensland, to further encourage and embed an intelligence based approach to compliance based on regular risk assessments.
- Provide strategic direction, support and expert advice to ensure general operations and investigations address priority risks, meet requisite standards of quality, timeliness and efficiency, and that investigative conduct is of the highest integrity.
- Provide an internal consultancy addressing complex, sensitive and escalated issues requiring high level investigations expertise. Issues may include requests for advice from senior managers, cases, emerging investigation and enforcement matters, proposals for strategic, policy, procedural and legislative changes.
- Establish and maintain strategically valuable networks with internal and external stakeholders e.g. by sharing information and promoting cooperation across all relevant government agencies in accordance with agreed processes.
- Maintain effective relationships with internal legal services officers and external counsel regarding the presentation of Biosecurity Queensland matters before the courts.
- Lead and manage the team as per organisational policy and best practice in both strategic advice, investigations and personnel management to ensure delivery of premium service capability and ongoing improvement.
- Establish and build a strong Strategic Compliance unit with capabilities to support complex investigation matters, intelligence gathering and analytics.
- Model professional and ethical behaviour to achieve and encourage best practice to enhance Biosecurity Queensland's reputation.
- In collaboration with biosecurity officers and senior executive, support the development, maintenance and ongoing improvement of compliance and investigations capability across Biosecurity Queensland.
- Contribute to responses to ministerial queries and progress media/information releases on compliance and investigations matters as per DAF policy and procedure.
- Demonstrate organisational agility by undertaking duties that support the broader functions of Biosecurity Queensland and Department of Agriculture and Fisheries when required.
- Assist with corporate reporting and planning as required.
You may have:
- A tertiary qualification in a relevant discipline and/or relevant transferable experience, would be well regarded. For international qualifications, the applicant will need their qualification assessed, to determine comparability with the Australian Qualifications Framework. The Department of Employment, Small Business and Training can assist with these assessments for Queensland residents.
- A current 'C' class drivers' licence is highly desirable.
- Membership in professional organisations relevant to intelligence and investigations will be well regarded.• Prior experience in investigations, investigation management and/or presentation of oral evidence to a court and/or tribunal would be well regarded.
