About the Role

The Maternal Child Health and Paediatric Manager is a senior manager providing operational management and leadership to the Maternal Child Health and Paediatric service. The manager provides oversight to best practice maternity care for Aboriginal women as well as enabling Aboriginal children access to comprehensive primary health care including health assessments, screening and immunisations. This position also leads the paediatric service providing children and young people with neurodevelopmental concerns access to GP care, assessment, early interventions and support to the National Disability Insurance Scheme through a multidisciplinary team. The paediatric service is a relatively new service in Derbarl and aims to reduce the impact of complex neurodevelopmental conditions on the health of Aboriginal children and young people, through early assessment, treatment and management. The multidisciplinary team undertakes neurodevelopmental diagnostic assessments and ongoing interventions for Aboriginal children and young people on the foundations of cultural safety.

The position plays a critical role in supporting the clinical lead, Medical Director and Chief Executive Officer in expanding the service for the Aboriginal community and works collaboratively with the Clinical Management Team and other Derbarl services. This will be a Maximum term contract of 2 years.

The Derbarl Yerrigan Health Service Aboriginal Corporation (DYHS) was established in 1974 and is the largest Aboriginal community-controlled health service provider in Western Australia, providing care to over 20,000 Aboriginal patients across four clinics in East Perth, Mirrabooka, Maddington and Midland. Our staff enable the delivery of culturally responsive primary health services, focusing on prevention, early intervention, comprehensive care and care coordination including chronic disease management.

Responsibilities

  • Provide leadership to the Maternal Child Health and Paediatric section to ensure the effective delivery of services are coordinated and consistent with best practice, cultural safety standards, continued quality improvements and within financial resourcing and funding conditions.
  • Manage recruitment and selection, staff induction, performance management and professional development of the team.
  • Manage new referrals through the intake process, including case allocation, reviews/assessment, and ensure all patients (maternal, children and young people) are assessed and allocated care within recommended timeframes.
  • Work with program coordinators to optimise the multidisciplinary team in the delivery of services, engagement with families, intervention/management plans and referrals to appropriate external services.
  • Ensure Medicare and other claimable items are optimised for safety standards, continued quality improvements and within financial resourcing and funding conditions.
  • Provide oversight on effective care coordination for children and young people on the NDIS, including appropriate caseload/s.
  • Develop and maintain effective collaborative relationships, with Derbarl services and key stakeholders on appropriate referrals, consultations and service objectives.
  • Assist in the development of program policies, procedures, operational guidelines and operational plans, partnership agreements and complete funding progress reports.
  • In collaboration with the Medical Director and Chief Executive Officer, respond to current and emerging funding opportunities and reforms that contribute to Derbarl’s strategic objectives and needs of the local Aboriginal community.
  • Contribute to continuous quality improvement of all Maternal Child Health and Paediatric services and programs, monitoring key data and ensure services are culturally safe and responsive to the Aboriginal community.

SELECTION CRITERIA

  • Registered with AHPRA as a registered nurse with a minimum of 5 years post-graduate experience.
  • Proven extensive experience in clinical leadership and management of a team that resulted in the effective delivery of services to the community, including the ability to implement strategic plans, undertake financial management, analyse and address complex issues.
  • Experience in maternal and Child Health services.
  • Demonstrated understanding and commitment to Aboriginal health, and the ethos of Aboriginal Community Control.
  • Knowledge of quality and accreditation including RACGP accreditation processes and requirements for primary health care services, program evaluation and the use of evidence-based practices, financial and human resource management, patient involvement and primary health care planning processes.
  • Excellent interpersonal, written and oral communication skills, including the ability to negotiate, collaborate and facilitate in a multidisciplinary environment, maintain positive relationships and liaise at all levels and from a range of social and cultural backgrounds, and to express ideas and concepts in a clear and concise manner.
  • Satisfactory Police Clearance
  • Current WA Driver’s license
