Job description

Network Closure Master Scheduler

About the role

Are you ready to embark on an exciting journey in rail? Our Network Closure Access team is seeking an experienced scheduler. In this role, you'll play a crucial role in optimizing Network Closures for maximum efficiency and minimal disruption.

As the Network Closure Master Scheduler, your role involved efficiently scheduling, coordinating and communicating the Track Closure Master Schedule. Your objective is to achieve the optimal balance between train operations and network access for Network Maintenance, Major Periodic Maintenance and Renewals, State and Capital Projects. This role is critical in ensuring efficient Network Closure while maintaining integrity.

Key accountabilities include:

Annual Network Closure Access Plan (NCAP):

  • Develop and coordinate an integrated annual plan to meet organizational needs.
  • Collaborate with stakeholders to create a three-year disruptive Network Closure Access plan with a baselined one-year program.
  • Maintain open communication channels to minimize disruptions during closures.

Baseline and Communication:

  • Communicate the plan against agreed baselines, including key state events and Accredited Rail Operator (ARO) impacts.
  • Ensure accurate and current information in V/Line's Access Management System.

Resource Allocation and Cost Control:

  • Reconciliation and invoice management of planned coach replacements for Network Closures.
  • Maintain continuity of resource allocation across all occupations.
  • Work with financial partners for targeted occupation cost planning.

Stakeholder Engagement:

  • Inform stakeholders of additional work scope opportunities.
  • Collaborate with departments for Annual Works Plan (AWP) and Network Maintenance.

Process Management

  • Develop periodic reports for internal and external stakeholders.

Guidelines and Reputation:

  • Implement procedures for Network Closure Access Plan management.
  • Uphold V/Lines reputation when dealing with contractors and risks.

About you

We are seeking an individual who is well-versed in scheduling principles, is tech-savvy with strong computer skills.

Our ideal candidate will possess the following:

· Minimum 5 years' experience in a similar role or industry

· Proficiency in Excel, SharePoint, and PowerBI.

· Demonstrated experience in project or program scheduling and proactively managing a diverse range of stakeholders.

· Excellent communication skills and ability to collaborate effectively.

· Proficient in both written and verbal communication, adept at addressing complex issues, and engaging stakeholders at all organizational levels, including senior management.

· Strategic thinking, strong leadership and effective problem-solving skills in a dynamic and fast-paced environment.

· Demonstrated alignment to V/Line's values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.

Desirable:

· Degree or equivalent qualification in Project Management, Planning, Business Administration, or related discipline; or appropriate vocational or tertiary education combined with relevant work experience.

· Demonstrated experience in Victorian Railway Operations.

· Proficient in scheduling software, such as Primavera P6, or Microsoft Project.

· Strong technical writing capability for document and procedure development
