The role:

This is a pivotal strategic role and you will be at the forefront of driving change as we enter the next phase of our transformation journey at Whitehorse City Council. Your task will involve planning and delivering Operating Model Design and Implementation projects across all areas of the business to propel our organisation towards success and excellence. You will also provide strategic advice to the business and executive leadership throughout each of your projects.

You will be a member of our unique internal consulting team who are responsible for the Service Review program within the Transformation Division. Along with your colleagues, you will become an internal driving force for positive change at Whitehorse City Council, providing strategic advice and hands on expertise aligned with our organisational strategic direction. Supported by our purpose-built approach and guidance, your style is aspirational, and you empower those around you to excel.

You will report directly to the Coordinator of Service Excellence, joining our Transformation Division with a mission to revolutionise our approach. Your impact will extend to Operating Model Design, organisation Design and service design, identifying operating efficiency and effectiveness whilst embedding a culture and practice of Service Excellence. You will take the designs through to implementation and beyond, working alongside the business using a highly collaborative approach. You will be providing strategic advice to our executive and senior leadership teams as part of your day-to-day work as well as coaching, mentoring and building our workforce to achieve excellence.

About you:

You bring tertiary qualifications and possess 3 to 5 years of hands-on experience in evaluation, change management, project management, Operating Model Design and organisation design. Additionally, you've honed your skills through extensive exposure to multifaceted organisations. Ideally you will come from a management consulting background or internal strategy or consulting function. You may have public sector experience however we embrace diversity and a variety of experience, so this is not essential.

Communication is your superpower, as you understand that listening is just as crucial as speaking. You excel at engaging with stakeholders at all levels, demonstrating prowess at influencing decisions through data-driven insights, even in complex leadership and political landscapes. You are skilled at messaging and "telling the story" to your stakeholders to bring them along the journey. You are comfortable planning and executing creative workshops for a wide variety of stakeholders, as well as presenting to executive leadership.

You have outstanding influencing and negotiation skills with demonstrated experience in achieving effective business outcomes. In addition, you bring excellent communication skills (verbal/written) with the ability to use discretion and judgement in a complex environment.

As a seasoned strategic thinker and consultant, you possess the knack for uncovering the 'why' that motivates your colleagues and stakeholders. You possess a deeply collaborative style that inspires others to work with you at their best, especially when it comes to executing projects as part of our transformation initiatives. You have proven experience in effectively managing complex issues within a highly reactive and complex environment.
