Job description

The Breathing Apparatus and Hazardous Materials (BA HazMat) is responsible for the development, implementation, planning and management of BA HazMat equipment and operations within QFES and provides emergency response services, advice and support to regions.
BA HazMat day to day function is to provide support to operations. These include but are not limited to: maintain specailised equipment to manufacturer recommendations; provide technical expertise at incidents; provide training for HazMat related courses; and ensure capability is maintained by responding to service requirements. In addition the unit has operational response and support appliances to respond and move additional equipment to incidents, including capability to deploy decontamination/ rehabilitation trailers as required.
Reporting to the Manager, you will be responsible for ensuring the day-to-day functions of the unit are met and assist with the planning, evaluation, review, development and implementation of operational equipment. You will assist in various project initiatives to ensure compliance, timely response and deliverables are achieved. You will also be required to liaise and manage communications and agreements with external agencies, such as manufacturers, suppliers and service providors to ensure preparedness and response support in times of emergency events.

As an emergency service agency, Queensland Fire and Emergency Services (QFES) is responsible for ensuring the safety of people and property across Queensland through the provision of effective prevention, preparation, response and recovery activities across a range of emergency situations.
Comprising the Fire and Rescue Service, the Rural Fire Service and the State Emergency Service, QFES also supports other volunteer groups providing emergency response to Queenslanders.

The functions of the QFES are unique. It is the only entity in Australia that delivers high quality fire, rescue, emergency and disaster management services through a single agency. This collaborative approach across the service and with key stakeholders delivers improved safety outcomes for the community.
Purpose of the role
The position of State BA Hazmat Operations Officer is located within the Fire and Rescue directorate, Breathing Apparatus and Hazardous Materials unit. This position is required to plan, program and ensure completion of Safety Equipment maintenance for Queensland Fire and Rescue Service. Equipment is a safe, high-quality produce for our end-users and is provided in a cost-effective manner.

  • manual Medium Rigid (MR) driver's licence as recognised by the Queensland Department of Transport and Main Roads.

Your key accountabilities
Your part in the ongoing success of our department, in providing key frontline services will see you responsible for a variety of work, including, but not limited to:
  • Manage the response to, and deployment of resources at emergency incidents, ensuring compliance with departmental policies and Operational Doctrine.
  • Manage life-cycle maintenance schedules, programmed maintenance and budget preparation for Safety Equipment and CBRIE equipment.
  • Audit the performance of staff to ensure performance outputs comply with QFRS Standards, Policies, Procedures and industrial awards. Audit performance of contractors to ensure consistency with service agreements
  • Negotiate contracts and tenders and manage contract implementation to ensure compliance with SOA's
  • Analyse the operational response at Special Operations/HAZMAT/CBR incidents, investigate relevant issues and make recommendations on procedures on operational deployment to ensure organisational and community benchmarks are achieved.
  • Plan, program and ensure that the completion of Safety Equipment commissioning and maintenance is provided in an efficient and cost effective manner.
  • Manage and implement the commissioning of other assets including response-preparedness Federal CBR Cache.
  • Manage the preparedness of the QFRS CBRIE Safety Equipment Cache, so as to comply with State and Federal response protocols.
  • Develop procedures regarding response of specialist appliances, use of specialist equipment and the maintenance requirements of that equipment.
  • Provide specialist advice to relevant authorities at BA Hazmat and CBR incidents.
  • Provide advice to QFRS Management on QFRS policy/standards and procedures relating to Special Operations.
  • Manage projects and purchase equipment as required.
  • Evaluate current trends relating to equipment and procedures relevant to Special Operations.
  • Manage all aspects of logistics to ensure response capabilities, including annual asset inventories and research to identify suitable equipment and suppliers.
  • Manage the Safety Equipment Tender Evaluation team, with the aim to ensure that QFRS receive the best possible outcome when purchasing equipment, consumables and services.
  • Develop support systems and training packages for QFRS staff, to assist in the appropriate maintenance of Safety Equipment and Hazardous Materials Management.
  • Development of support systems, training, auditing and advice on management of Safety Equipment and Hazmat Equipment.
  • Represent the QFRS on operational committee and forums as required.
