Policy Specialist, Policy & Legislation Branch

  • Fixed term role (up to 30 June 2025) in the Policy & Legislation Branch, Policy Advisory and Legal Services Division
  • Salary $106,534 - $128,897 plus 11% superannuation – VPS Grade 5
  • Based in Melbourne CBD, with hybrid working arrangements

The opportunity
The Policy Specialist contributes to the development of taxation policy and assists with the State government's legislative program. The role is responsible for providing leadership, expertise and advice on more complex policy matters involving State taxation laws.
Reporting to the Senior Policy Specialist, you will be responsible for:
  • Identifying and developing solutions to emerging policy issues.
  • Participating in consultative forums with internal and external stakeholders on policy and legislation proposals.
  • Preparing Ministerial Briefs and correspondences.
  • Assisting with all aspects of the development of legislative amendments, including the preparation of material for the SRO, Office of Chief Parliamentary Counsel, Treasury, the Treasurer and the Parliament.
Who we are looking for
To be successful in this role, you will have:
  • Demonstrated experience in the interpretation and application of legislation in a complex legal, commercial and political environment
  • Demonstrated experience in developing policy proposals, preferably in a taxation environment, and an understanding of Government, Parliamentary and legislative processes
  • High-level communication skills to consult, negotiate and advocate with stakeholders, to meet stakeholder and customer needs, and to draft policy proposals, Ministerial briefs and Cabinet submissions
  • Proven ability to work effectively independently and in a small team environment with a high level of personal initiative, integrity and accountability
  • High-level conceptual, analytical, and problem-solving skills to identify and initiate process improvements and contribute to legislative reforms
