The Procurement Specialist, Indirect Procurement is primarily responsible for the strategic sourcing of multiple, complex indirect spend categories to ensure cost effectiveness and performance standards in direct alignment with the company’s Global Procurement strategy, category management structure, supplier management methodology and performance objectives as defined by, Global Procurement. He/She will effectively collaborate with the regionally designated indirect category representatives to deliver best value products and solutions to the company and its clients. This position reports directly to the the company’s Procurement Manager and is located in Saudi Arabia – NEOM
ROLE AND RESPONSIBILITIES
Processes, policies, and strategies
- Perform opportunity analysis to identify projects that will deliver significant cost savings and value improvement.
- Utilize the company’s Strategic Sourcing and Supplier Management processes to identify sourcing options and supply alternatives.
- Assist the Global Commercial Procurement team with the implementation of Globally Lead Categories
- Lead structured analysis of supplier industry, economics, and market conditions.
- Select, maintain, and manage a supplier base that is financially sound, technically competent, and strategically aligned, including supplier performance standards and measurements.
- Develop Indirect Procurement benchmark standards and conduct gap analysis with “best practices”.
- Recommend adoption of new processes and practices
- Develop programs to minimize transactional processing cost for non-critical items.
- Structure and negotiate supply agreements.
Communication/Guidelines
- Utilize e-sourcing technologies to develop and implement RFIs and RFPs
- Review, edit, and approve complex RFI and RFP documents and communicate to internal stakeholders and suppliers.
- Articulate contract standards and specifications and enforce compliance.
- Develop and document supplier data requirements, final terms and conditions, and supplier performance measurements.
- Track and report savings/benefits and internal compliance
- Write/update policy manuals, instructions, bulletins, and documents.
- Review and approve documentation of others.
- Effectively communicate the impact of sourcing decisions to management and employees as appropriate and actively enlist their support.
- Answer complex inquiries requiring interpretation of policies.
Coordinate Sourcing Activities
- Lead geographically distributed, cross-functional teams in the development of sourcing strategies for key indirect expenditure categories.
- Oversee the sourcing process to select and manage suppliers that provide maximum value to the company.
- Collaborate with the businesses/regions to develop policies, monitor internal and external compliance with those policies, and recommend corrective actions as appropriate.
- Appropriately escalate non-compliance situations
- Communicate with clients, coworkers and management in a clear, concise and timely manner.
- Collaborate closely with corporate, regional and local staff to coordinate activities.
- Deliver results by leveraging the skills of the right people at the right time and sharing information and competencies.
- Lead resolution of difficult issues through effective negotiation tactics
- Maintain a high degree of motivation by working collaboratively with all team members to retain focus on cost reduction while providing the highest levels of client satisfaction.
- Work well in a complex matrix global organization where client business can span multiple continents.
- Work requires the written communication skills necessary to compose, edit and proof routine business correspondence, letters and reports and the use of Company-standard software for word processing and spreadsheets, etc., as applicable, to generate more elaborate reports, charts, and graphs.
- Work requires regular phone contact with the clients, suppliers, and other parties. Effective verbal communication skills and past customer service experience is required.
- Work requires the ability to deal effectively in an influencing leadership capacity, using tact, diplomacy and negotiation skills.
- Work requires positive, competitive, confident personality with strong developed persuasive skills and customer service orientation. Must work well in a cooperative or team environment and be adaptable to the changing needs of clients and the goals of Company.

- High Integrity
- Bachelors degree in business, materials/logistics management, or a technical field
- Minimum of 3 - 5 years of experience in sourcing, purchasing, materials management or relevant technical/analytical discipline
- Extensive experience with sourcing and managing non-production expenditures and procurement indirect categories.
- Experience with e-sourcing tools a plus
- Effective negotiation skills
- Depending on the assignment, this role may require up to 30% travel (international and domestic)
