The Commonwealth, States and Territories are embarking on a significant national business and technology transformation of firearms management regime in Australia, aimed at enhancing community safety through the reform of business operations and the adoption of contemporary technologies. This transformation will be delivered through the National Firearms Register Implementation Program which is being led by ACIC on behalf of all partners.
We are seeking a Program Manager with exceptional leadership and strategic vision to spearhead this transformation. The successful candidate will manage a complex program with diverse stakeholders across multiple government departments, ensuring alignment with policy objectives and delivery of impactful outcomes to the public and partners.
This role requires an individual who can provide:
Strategic Leadership and Vision - Develop and articulate a clear vision for the program, ensuring alignment with broader government policies and objectives. Lead the creation and execution of a comprehensive program plan that integrates technology solutions, data improvements, legislative and business process improvements, and organisational change management.
Stakeholder Engagement and Communication - Build and maintain strong relationships with stakeholders at all levels, including government officials, external vendors, and the public. Act as the primary point of communication for the program, ensuring transparency, and fostering collaboration across partners.
Program Governance and Oversight - Establish robust governance structures and processes to oversee program execution. Monitor progress against milestones, manage budgets, and ensure the program delivers value within agreed timeframes and resources.
Change Management - Lead change management efforts to ensure successful adoption of new technologies and processes across partners. Develop strategies to address resistance and build a change-ready culture.
Risk Management and Problem Solving - Proactively identify and mitigate risks associated with the program. Resolve issues that arise, leveraging strong problem-solving skills and a collaborative approach to find solutions that align with program goals and government policies.

To be successful in this senior role, you will demonstrate the following experience, skills and attributes:
- At least 10 years of experience in program management, with a significant portion in public sector and/or law enforcement related projects, particularly in business-led transformations.
- Demonstrated ability to lead complex, large-scale transformation programs with multiple stakeholders in a public sector and law enforcement context.
- Strong understanding of government operations, policies, law enforcement and regulatory environments.
- Excellent stakeholder engagement, negotiation, and communication skills, with the ability to articulate complex concepts to a diverse audience.
- Proven track record in change management, with the ability to drive organisational change in a government setting.
- Familiarity with digital transformation technologies and how they can be leveraged to improve public services.
- Strategic thinker with excellent analytical, planning, and project management skills.
- Ability to navigate political and bureaucratic landscapes effectively.
- Highly developed verbal and written communication skills, including demonstrated ability to maintain productive working relationships and to liaise effectively with Senior Executive officers to reach an agreement on complex matters.
- Relevant tertiary qualifications in project and program management are preferred.
