Job description

The Procurement & Supply Chain Optimisation (P&SCO) Portfolio's Procurement Transformation Program requires a Project Lead to manage and lead the Category Optimisation & Partnerships Project. The Project Lead will have exceptional project management skills to lead and oversee the development and delivery of procurement Category Optimisation across Queensland Health. The Project Lead will shape and execute wide ranging and value-adding initiatives and work in collaboration with key stakeholders to achieve outcomes.

Please note, the successful candidate will be required on site on a majority basis, especially in the first few months. Flexible work arrangements are based on operational requirements and approval.

The position reports to the Procurement Transformation Program Director and is anticipated to have a multi-disciplined project delivery team of five direct reports.

The Project Lead manages and leads the Category Optimisation & Partnerships Project in the Procurement Transformation Program. The position has responsibility to provide exceptional project management skills to lead and oversee the development and delivery of procurement Category Optimisation across Queensland Health. The Project Lead will shape and execute wide ranging and value-adding initiatives and work in collaboration with key stakeholders to achieve outcomes.

Key responsibilities for the role:

  • Work with Queensland Health employees to transfer knowledge and upskill to ensure capability is retained within the organisation.
  • Lead the design, development and implementation of category management optimisation initiatives in collaboration with key stakeholders that deliver long-term value and benefits.
  • Leverage the knowledge and expertise of embedded program procurement SMEs to maximise project opportunities and benefits.
  • Negotiate and problem solve with a diverse and highly invested clientele, operating in a federated customer model that includes external third-party vendors.
  • Provide leadership in the development of all project documentation and reporting, and apply appropriate project management techniques, methodologies and tools to ensure quality outcomes are delivered.
  • Provide guidance and support to the project team and act as a point of escalation for the team in complex stakeholder and project issues.
  • Implement appropriate governance and project management practices which are aligned with the Department's Project Management Framework.
  • Identify key delivery risks, lead reviews and provide guidance regarding risk management and mitigation in delivering the project and achieving the benefits.
  • Collaborate with business partners on transformational change and the impact assessment of such change on risk control frameworks, people, technology and processes.
  • Share knowledge and support best practice delivery for Category Optimisation and manage peer relationships to drive maximum statewide benefit from initiatives.
  • Adhere to defined service quality standards, health and safety policies and procedures relating to the work being undertaken to ensure high quality, safe services and workplaces.

Essential experience required for this role:

  • Demonstrated experience conceptualising, strategising and leading the delivery of optimisation activities in complex environments.
  • An understanding of procurement commercial principles, commercial models and experience in complex contract negotiation is desired.
  • Demonstrated background in successfully managing and delivering complex and large-scale projects, applying project methodologies and providing advice on the use of appropriate project management techniques and tools.
  • Well-developed conceptual and analytical skills and a demonstrated ability to develop innovative and practical solutions for solving problems in large scale and complex change programs.
  • Demonstrated experience in leading and mentoring diverse teams and scope to success.
  • Advanced communication, interpersonal, and negotiation skills, including demonstrated ability to advise and influence executive stakeholders on complex issues.
  • Demonstrated experience in applying project management including the ability to scope projects, foresee and mitigate risk, manage conflicting priorities and deliver to tight timeframes.
  • Tertiary qualification in supply chain, procurement, project management or a related field is highly desirable
  • Active membership in relevant professional associations (e.g. CIPS, AIM, AIPM) is desired.
  • Ability to occasionally undertake work-related travel across the state.
