About the opportunity

The Air Navigation, Transformation and Risk (ANTR) Division is responsible for project managing key transformation initiatives that impact CASA’s regulatory obligations, including the EAP Project.

The Division provides a range of:

  • system enhancement, coordination, and alignment
  • aviation safety and enterprise risk management
  • aviation safety intelligence
  • risk analytics services
  • specialist services relating to:
  • International Civil Aviation Organization (ICAO) technical requirements
  • ATSB liaison.
  • oversight of air navigation, airspace and aerodromes.

ANTR Division also maintains the coordination and safety systems activities that support the Regulatory Oversight and National Operations and Standards Divisions, the Aviation Safety Committee and Australia’s State Safety Program.

Transformation Branch, within ANTR, is responsible for oversighting and coordinating the management and implementation of the Enterprise Aviation Processing (EAP) System as the primary data management and regulatory service support system for CASA.

Transformation Branch is responsible for developing and coordinating the delivery of future systems and capabilities required to support CASA business areas and to ensure alignment and dependencies are managed in accordance with CASA business needs and priorities. This includes representation on CASA wide project activity.

Transformation is focused on the preparation of CASA wide systems, services, and processes to enable a whole of CASA approach to supporting an evolving aviation environment that will leverage digital services and data management.

Transformation works closely with other Divisions to identify opportunities to enable CASA to deliver reliable, robust, efficient, and timely services to all areas of the aviation community while enhancing internal capabilities for CASA staff.

Transformation also coordinates with all CASA stakeholders and leverages consultation with industry to identify opportunities to develop and deliver capability enhancements that best support CASA staff and industry with regulatory services, knowledge management, automation, and digital capability.

The Project Support Officer reports to the Manager Transformation Delivery & Capability Support exercising a considerable degree of independence and working under limited direction. This role will concurrently support multiple transformation projects and hold responsibility for:

  • Coordinating projects and developing associated documentation such as project plans, communication plans, schedules, reports and other artefacts.
  • Preparing a range of project-related documents for key stakeholders as required, including status updates, reports, budgets and discussion papers to manage the flow of information.
  • Contributing to the design, implementation and coordination of projects that deliver transformational outcomes.
  • Liaising and working across the multiple Divisions to ensure effective interface between program development, planning, process design and policy implementation.
  • Coordinating project activities and monitoring progress of projects against agreed milestones, budget and program objectives.
  • Assisting in implementing change management methodologies to ensure that systems, processes and people to successfully transition end users to a new operating environment.
  • Participate in the management of divisional strategy, risk and change management activities.
  • Build rapport and maintain internal and external relationships to gather intelligence appropriate to the needs of the portfolio, programs and projects, and contribute to post implementation reviews.
  • Contributing to the development and delivery of team plans to support Branch and Divisional objectives.
  • Propose and facilitate innovation initiatives and contribute to business improvement strategies and to change in workplace practices.
  • Model and promote workplace safety, equity and diversity, participative management and environmental management in the workplace and act in accordance with CASA’s Values and Behaviours.

Our ideal candidate

Our ideal candidate must demonstrate the following:

  • Demonstrated experience coordinating programs or projects, including monitoring risk and performance reporting.
  • Demonstrated knowledge of interlinkages between project and change management including principles, tools, and methodologies to support the delivery of business improvements.
  • Experience in writing reports, developing procedures, developing training/knowledge transfer material and content.
  • Demonstrated ability to think critically, identify issues and research information from a variety of sources and develop innovative solutions to improve business operations whilst developing and managing relationships with internal and external stakeholders. 
  • Highly developed (written and oral) communication and negotiation skills including conducting workshops, writing reports/briefs, collating information and tailoring communications to suit a variety of audiences.
  • Demonstrated ability to work cohesively as a member of a nationally dispersed team and build and sustain effective relationships with team members, management and stakeholders.
  • Promotion of workplace safety, equity and diversity, and act in accordance with the CASA Values and Behaviours

The following ideal candidate requirements are desirable:

  • Tertiary/Industry qualifications in business, change, projects or other relevant field
  • Experience working in aviation industry, regulatory, transport or government environments will be highly regarded.

Eligibility requirements

Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988. The following eligibility requirements apply to this position: 

·       At minimum, prospective CASA employees must undergo pre-employment screening. You must be willing to provide required information to successfully undergo a police record check.

·       Must be an Australian citizen or permanent resident.
