Seeking a diligent Rates Officer to oversee rating operations, adhering to work plans, Council policies, and legislation. Deliver exceptional customer service and guidance to both internal and external stakeholders.
Responsibilities
- Calculate, issue, and manage annual rate notices in compliance with Local Government Act 1995.
- Process pensioner/senior’s rebate claims periodically.
- Coordinate Landgate revaluation schedules and reconcile against Valuer General’s valuation.
- Review rate exempt applications annually.
- Manage End of Year and New Financial Year processing for property database rollover.
- Collect, report, and remit FESA Emergency Services Levy quarterly.
- Process Underground Power (UGP) Service Charge instalments and reminders.
- Reconcile rates and UGP subsidiary ledger monthly.
- Process bank files for web, phone, and Bpay payments.
- Receipt Remittances Advices for rate payments.
- Monitor financial accounts and complete monthly reconciliations.
- Update rate payer contact information.
- Adjust waste service charges per customer requests and bin audit.
- Update property database with Landgate parcel information.
- Process Landgate valuation schedules and GRV Roll.
- Manage street numbering assignment according to Landgate Geographical Names.
- Maintain lists of outstanding rates, UGP balances, and general debtor balances.
- Review payment arrangements and report defaults to Manager and Director.
- Assist in debt recovery proceedings for outstanding rates and UGP.
- Maintain Council’s property records accurately.
- Stay updated on relevant legislation, standards, and practices.
- Coordinate property ownership transfers, including Electronic Advice of Sale (EAS).
- Perform other duties as directed by Manager Finance and/or Director.
- Prior experience in Local Government within a rating role
- Proficient understanding of relevant sections of the Local Government Act, 1993, pertaining to Rates & Property
- Familiarity with the Rates and Charges Rebates and Deferment Act 1992
- Knowledge of the Valuation of Land Act 1978
- Demonstrated ability to maintain meticulous attention to detail.
- Advanced computer proficiency, including MS Office (Excel, Word, Outlook).
- Proven track record of managing information with professionalism, discretion, and confidentiality.
- Strong dedication to customer service with adept interpersonal and communication abilities.
