Job Term: Full time - 35 hours per week - 12 month contract (possibility of extension subject to funding).

Location: Based in Kiama, New South Wales.  The position will involve travel within the Illawarra Shoalhaven Region.

The Illawarra Shoalhaven Joint Organisation (ISJO) is a regional statutory authority created to facilitate collaboration and engagement between State and Local Governments and a range of other stakeholders, to deliver things that matter the most to our communities.

About the Region: 

The Illawarra Shoalhaven comprises the local government areas of Wollongong, Shellharbour, Kiama and Shoalhaven and covers 4,759 sq km.  The region is home to close to 430,000 people and substantially more in peak tourism periods. Its geography is characterised by extensive areas of parks and reserves, major water systems and open coastline with 43% of its area exhibiting high environmental value. 

About the Role:

As the Regional Net Zero Program Manager you will be responsible for delivering value to ISJO member Councils, State agency partners and our communities through the development of integrated and locally relevant emissions reduction strategies, plans and projects.  

Funded by the NSW Government through the Joint Organisation Net Zero Acceleration grant, the program comprises a series of key initiatives designed to help Councils reduce their carbon emissions to achieve their part in the State’s target Net Zero by 2050. 

ISJO member Councils are progressing their Net Zero journey through the development of Climate Change and Net Zero policies and strategies and delivering emissions reduction projects across their communities. Furthermore, with the current transition to clean and low-carbon energy, the Illawarra Shoalhaven region is anticipating large scale investment in transformative renewable energy projects.  These activities will support emissions reduction and require a strategic framework for benefits to be realised.

A key priority in delivering under this grant program will therefore be a building of alignment between the various stakeholder programs working on energy initiatives within and for the region. 

Reporting directly to the Manager Regional Resilience Programs, responsibilities will include:

  • Coordinating and leading the Regional Net Zero Project Control Group with membership including ISJO Member Councils, State Government and other key stakeholders and partners
  • Implementing recommendations from the Regional Energy Strategy to support the Net Zero transition
  • Progressing identified projects from the Regional Net Zero Pathways Plan with a focus on low emission transport and fuels,  regional electric vehicle charging networks, community energy resilience models and engagement, procurement of low emissions goods and services, landfill emissions and renewables and electrification
  • Collating, analysing and managing regional datasets in partnership with Member Councils to support monitoring and evaluation of projects and tracking regional progress against emission reduction targets
  • Supporting investment cases and developing project plans and grant funding applications, and
  • Collaboratively developing projects and frameworks to support Council and community transitions to a low carbon economy embedded in Integrated Planning and Reporting (IP&R) structures.

About You:

The ISJO is seeking a skilled and qualified individual with demonstrated experience in project management and delivery; high level stakeholder management, climate change and environmental programs, climate change, sustainability and / or energy strategy.

We are looking for someone with highly developed written, verbal and interpersonal skills and the ability to building rapport, trust and effective partnerships with both internal and external stakeholders.  We are seeking a team member who is self-driven and motivated with a strong understanding of engagement frameworks to facilitate discussions and identify Council and key stakeholder needs to progress the region's Net Zero trajectory.

Qualifications and Experience

Essential:

  • Qualifications and direct experience in one or more of the following: environmental science, climate change, renewable energy, sustainability or a related field 
  • Professional experience in the development and implementation of Net Zero pathways, energy efficiency, renewables and other emissions reduction activities or a demonstrated ability, based on previous success, in quickly gaining credibility in such complex and demanding activities
  • Demonstrated high level of achievement as a self-motivated and outcomes focused individual who can work independently as well as being an integral part of a high achieving small team
  • Highly developed inter-personal and stakeholder management skills and the ability to use sound judgement and adjust approaches when dealing with a range of parties
  • Demonstrated ability, preferable within a government environment, to develop management plans including actionable pathways based on interpretation of policies, plans and relevant legislation
  • Achievements in delivering project management outcomes with an ability to coordinate projects with staff in multiple location and over which the position has no direct control
  • Excellent oral and written communication including negotiation, presentation and interpersonal skills
  • Valid Class C driver’s licence and a preparedness to travel within the region

Desirable

  • Local Government experience
  • Understanding of the National Energy Market
  • Experience in applying for and delivering government grants
