About the team
This position is located in the Regulatory Support Team of the National Offshore Petroleum Titles Administrator (NOPTA) and the Offshore Infrastructure Registrar (the Registrar). NOPTA is responsible for the day-to-day administration of petroleum and greenhouse gas titles in Commonwealth waters in Australia. NOPTA is the first point of contact for matters relating to offshore titles administration. The Registrar administers licences for offshore renewable energy projects, including transmission and related infrastructure in Australian Commonwealth waters. Staff supporting the Registrar are located within NOPTA.
The opportunity
We are seeking suitably qualified candidates with relevant experience in administering legislation, to fill the role of Regulatory Officer within NOPTA. The position will be based in the Perth or Melbourne Office, although a remote engagement from Canberra or other location within Australia may be considered.

To be considered for this role, you will have skills and experience in line with the APSC for an APS6 position, and be able to demonstrate the following:
  • Experience working within a regulator / administrator, administering legislation.
  • Proven ability to provide professional and policy advice within an area of specialisation.
  • Proven ability to work within established legislative and policy frameworks.
  • The ability to work under general guidance in relation to a specific area of expertise, with required judgement to escalate complex or difficult issues to team leaders or experts.
  • The ability to liaise effectively with internal and external stakeholders on policy, project or operational issues.
  • A history of developing and maintaining good internal and external relationships.
  • Very good interpersonal communication skills (both oral and written).
  • A tertiary qualification in a relevant discipline (or the ability to demonstrate commensurate qualifications/experience).
What you will do
You will support the team manager to ensure NOPTA and the Registrar meet their legislative and corporate obligations in relation to offshore petroleum and greenhouse gas storage titles administration and offshore electricity infrastructure licence administration, including the following key responsibilities:-
  • Coordinate input and responses to requests under the Freedom of Information Act.
  • Assist with the preparation of Statements of Reasons in relation to adverse decisions on applications.
  • Prepare submissions, correspondence and reports on a range of regulatory issues, including requests for legal advice if needed.
  • Contribute to the development of operational policy, internal and external guidance material related to the Offshore Petroleum and Greenhouse Gas Storage Legislative Framework and the Offshore Electricity Infrastructure Legislative Framework.
  • Assist with the development of drafting materials for legislation (reviewed and new).
Eligibility
To be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
Notes
Experience within the oil and gas sector and/or offshore electricity sector is highly desirable.
A merit pool may be established and used to fill future vacancies within 18 months from the date the vacancy was first advertised in the Gazette.
The department does currently offer flexible work opportunities for many roles. This vacancy is VIC - Melbourne - William St,WA - Perth - Mounts Bay based, although flexible or remote work arrangements may be considered. Please reach out to the contact officer to discuss this further.
