The ERA is seeking a passionate professional to join us on a permanent basis as Regulatory Officer in the Monitoring and Licence Compliance team in the Regulation division. Further appointments for similar roles may be made as and when opportunities arise in the next 12 months.
The Monitoring and Licence Compliance team is manages the ERA’s role in carrying out the following functions:

  • Monitoring the performance of electricity, gas and water licensees (such as Synergy, Western Power and the Water Corporation) to ensure they are complying with their licence conditions and taking enforcement action when required.
  • Overseeing the performance and operational audits of licensees by independent auditors to ensure licensees are complying with their licence conditions.
  • Overseeing technical experts’ independent reviews of licensees’ asset management systems to ensure they are effective.
  • Managing the post-audit and post-review follow up to ensure licensees are implementing action items to resolve non-compliances and asset management system deficiencies.
  • Reporting to the Ministers for Energy and Water on the performance of licensees.
  • Undertaking compliance investigations.
  • Managing the ERA’s audit and review guidelines and compliance reporting manuals to ensure they follow best practice and reflect current regulatory requirements.
About the ERA
  • The ERA is Western Australia’s independent economic regulator. We aim to ensure that the delivery of water, electricity, gas and rail services is in the long-term interests of Western Australians.
  • The ERA has three main functions. One of these is to conduct independent inquiries on important economic issues and make recommendations to the State Government. We also ensure utilities are operating in the long-term interests of consumers. Finally, we ensure the Wholesale Electricity Market is operating effectively.

About the Role
This position involves a range of responsibilities, including conducting licence compliance activities for electricity, gas, and water licensees and preparing recommendations, determinations, and decisions on compliance matters. You will be responsible for reviewing and updating compliance guidelines and manuals, and investigating potential non-compliances of a less complex nature.
You will educate and provide support to licensees to ensure compliance with their licences, overseeing the enhancement of the team's procedures and processes, preparing briefing and discussion papers for senior staff and members of the ERA's Governing Body. You will provide an advisory service to both internal and external stakeholders on licensing issues, and define project problems, develop options, and make recommendations for suitable solutions.
Applicants need to be collaborative and detail-focussed, able to think analytically and have effective verbal and written communication skills. The role involves frequent interaction with industry stakeholders, auditors, government agencies and other interested parties.
Suitable applicants will have experience of working in an environment that is subject to regulation. An ability to positively contribute to an innovative problem-solving environment is also essential for the role.
