Research Officer 

Project Overview:

The PLF works with DFAT and DEWR to support the administration of the PALM scheme and facilitate opportunities for Australian employers to connect with workers from the Pacific and Timor-Leste. The PLF is managed by Palladium and has been established as a trusted intermediary in supporting Australia-Pacific circular labour mobility. 

Role Overview:

The Research Officer will support the Quality, Learning and Performance (QLP) team to deliver research products and services as outlined in the Annual Plan. This will include the collection and collation of data for research projects, data coding and analysis, preparation of research reports, and supporting the delivery of learning events and products.

Primary Duties and Responsibilities:

Under the direction of the Monitoring, Evaluation and Research Coordinator, the Research Officer will be responsible for the following duties:

Support the analysis of qualitative and quantitative data to identify key trends, themes and findings across a range of labour mobility issues.

Support the design and administration of data collection methods and tools including interviews, focus group discussions, and storytelling/talanoa approaches. 

Independently undertake literature reviews for research projects related to the social and economic dimensions of labour mobility in the Pacific. 

Support the preparation of reports and knowledge products, including ad-hoc reporting, progress reports, research reports, briefings and other high-level reporting documents

Implement best-practice research that upholds Australia’s privacy principles, and research ethics standards

Support research projects which are respectful of gender and cultural backgrounds, with a focus on continuously generating knowledge that contributes towards PLF’s diversity and inclusion objectives. 

Support the QLP team in convening learning and reflection events that contribute to strategic documents, annual planning and reporting.

Help generate case studies and impact stories to demonstrate progress against outcomes and/or where program improvements are needed.

Required Qualifications:

Successful candidate will possess the following qualifications and experience: 

Bachelor’s degree in international development, sociology, anthropology, political science, or in another methodology-related field. 

Demonstrated experience in supporting research projects or evaluations as a research assistant or other supporting role. 

Experience analysing large quantities of qualitative data, including experience with qualitative data analysis software. 

Ability to identify and anlayse relevant literature, including demonstrated experience preparing literature reviews for research studies. 

Experience conducting interviews or story telling approaches, or designing, administering, and analysing surveys and preferably with culturally diverse stakeholder groups.

Demonstrated experience of working in multi-disciplinary teams. 

Experience or interest in working with an organisation that focuses on social change and/or social justice issues. 

Due to the evolving nature of our program, it is possible that the incumbent may be expected to undertake duties that fall outside the remit of their original Terms of Reference to ensure the ongoing success of the program.

This arrangement will be short term in nature.

Applications from candidates located in Brisbane are welcome; however, applications from Pacific countries that are members of the PALM Scheme (Fiji, Tonga, PNG, Solomon Islands, Kiribati, Vanuatu, and Samoa) may also be taken into consideration with options for flexible working. Candidates who are willing to relocate for the position must do so at their own expense. You must have valid Australian work rights to be considered for this position - visa sponsorship is not available. The successful candidate will be offered an initial contract to 31 December 2024.
