Job description

Reform and Transform Program Office (RTPO)

The RTPO is centrally responsible for enacting Budget Measure, Major and Standard projects within the Aged Care Quality and Safety Commission.

We offer a service that is dedicated to giving our stakeholders being in full control of their projects. Some of these functions appertain to the control of project activities and data owned by RTPO through our Project Portfolio Management (PPM) tool (Sensei Altus).

We aim to align project work with our Corporate Operations Plan and overall strategic goals, by ensuring we have the right resources, classification and prioritisation of projects.

RTPO is the primary function to maintain overview of all the projects registered under our area and ensuring that all the necessary data is always up to date and plausible within the PPM tool. Decisions regarding project scope, budgets and resources are prepared and made in due consideration of interdependencies between projects which are triaged via our Program Advisory Governance Group (PAGG) for informed decision making.

Position Description

The Senior Business Analyst (BA) will work directly with both internal and external stakeholders, reporting to the Change Director of RTPO. The ideal candidate will understand functions in an Enterprise Project Management Office (EPMO) environment, experience using project management tools, project financial services, exceptional problem-solving skills, project management and/or business analysis experience and a proven track record of delivering successful stakeholder engagements.

The Senior BA will be responsible to identify, analyse and document business processes, systems, and other functional requirements to facilitate improvement and support efficient delivery of business operations and performance in line with organisational strategies and operational plans.
 

The key duties of the position include:
  • Facilitate end-to-end delivery of project workshops with business stakeholders and Subject Matter Experts (SMEs) of business processes.
  • Assist in managing and building stakeholder relationships by supporting key objectives of the project and their desired outcome.
  • Contribute and facilitate workshops to understanding their evolving needs and identifying opportunities for further collaboration within the Commission and external stakeholders ie Department of Health and Aged Care (DoHAC).
  • Identify and analyse existing business processes, systems and other functional requirements to document and recommend improvements to enhance business operations and performance.
  • Manage the development, facilitation, coordination and communication of initiatives and strategies applying best practice methodologies to ensure organisational consistency and improved business performance.
  • Liaise with the internal customers and stakeholders to review and monitor effectiveness of the PPM tool, other business systems, methods and standards to ensure consistency and quality of outcomes.
  • Influence and negotiate with stakeholder to obtain consensus for change initiatives to facilitate scoping and setting business priorities.
  • Gather, analyse and translate business data to meaningful insights to support informed decision making to improve the effectiveness of processes and programs.
  • Implement a structured project planning framework in accordance with approved standards, agile and best practice methodologies to improve efficiency, effectiveness and usability of systems and/or products.
  • Partner with stakeholders to undertake projects and corporate initiatives to ensure requirements and standards are met and best practice techniques are used.
  • Manage and co-ordinate planning and processes to ensure all critical business functionality is tested and a quality system is delivered and accepted by key stakeholders.
  • Work with the RTPO Leadership Team to develop whole of enterprise view of business flows, change implications, project sequencing and prioritisation and risk management for reporting purposes as well as to improve workflows. 
  • Team Leadership
            - Lead and manage staff including developing, coaching and mentoring staff, and building commitment to shared goals. 
  • Other duties, as required.

Key Challenges
  • Ensuring business improvements and functionality is implemented whilst adhering to required timeframes for the delivery of change management and implementation plans.
  • Negotiating and influencing stakeholders on organisational priorities and deliverables while establishing effective relationships to develop trust and ensure reliable and accurate information.
  • Maintaining up to date knowledge of relevant operational issues, industry trends and opportunities given potentially competing priorities.
Eligibility
  • Planning, scheduling and leading portfolio, program and project workstreams to a successful outcome, particularly in using Sensei Altus PPM tool.
  • Data and information research, extraction, collection, analysis and presentation.
  • Liaising and communicating with project internal and external stakeholders, including executives, senior management and SMEs.
  • Lean methodology.
  • Demonstrated strong understanding of technology and business systems both strategic and operational.
  • Demonstrated experience in business process improvement / redesign, data analysis, system functional and non-functional analysis.
  • Demonstrated experience in business requirements and systems analysis.
  • Demonstrated MS Office skills and SharePoint.
  • Highly organised with a strong attention to detail and finalisation of tasks in a timely manner.
  • Demonstrated highly developed verbal and written communication skills.
  • Ability to work effectively under pressure and ability to manage competing priorities.
  • Demonstrated ability to work independently within an environment of change and ambiguity, and with minimal instruction or guidance.
  • Display sound judgement in challenging environments; including the ability to work with geographically dispersed teams.
  • Capacity to innovate and solve problems, including the ability to leverage opportunities.
  • Ability to adapt approach to suit the audience and ability to negotiate persuasively.

Salary offered will be between $109,853 and $125,288 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.
