Job description

The Australian Bureau of Statistics (ABS) is seeking to fill several Senior Business Analysts and Product Owner Roles (EL1) roles across the Data Sourcing and Statistical Infrastructure Divisions. 

Depending on the role, the successful applicants can work out of our offices in Belconnen (Canberra), Geelong, Docklands (Melbourne), Brisbane, Hobart and Perth, although flexible working arrangements (including a hybrid model of working from home and the office) apply.

About the area

The Data Sourcing Division is responsible for sourcing the data needed to produce independent and reliable information on a wide range of social, environmental and economic matters. We aim to provide a seamless, digital first approach to data provision which meets the needs and expectations of our individual, household, business and government providers.

The Senior Business Analyst and Product Owner roles within the Data Sourcing Division involve leading agile, multi-disciplinary teams to enhance our current and future data sourcing capabilities by improving our technical infrastructure and business processes.

The Statistical Infrastructure Division builds and maintains statistical infrastructure which is critical to the production of official statistics and data. We lead major projects that will help position the ABS to meet the data and statistics challenges of the future.

The Product Owner roles in the Statistical Infrastructure Division will be working on the National Disability Data Asset and Australian National Data Integration Infrastructure Project. This Project includes engagement across the ABS, the Australian Institute of Health and Welfare, the Department of Social Services, and representatives from the States and Territories to create an enduring data asset to inform research about Disability in Australia, and the underpinning infrastructure required to support data integration activities. 

About the roles

Senior Business Analystswill be responsible for contributing to the enhancement of ABS’ performance to achieve greater business efficiency by identifying and analysing, developing, and facilitating the implementation of business process to ensure alignment with strategic and operational objectives.

As a Specialist Business Analyst your role may include:

  • Analysing collection and project requirements, both technical and operational, to identify gaps in current solutions and deliver improved data sourcing methods.
  • Providing system design expertise to lead the specification and design of new system functionality, business processes and/or collection instruments (e.g. self-complete online survey form).
  • Collaborating with stakeholders to co-design sustainable data sourcing solutions.

Senior Business Analyst roles are able to be filled in Geelong, Canberra, Melbourne, Brisbane or Hobart.

Product Owners will lead agile teams to support the delivery of technical solutions that will improve business benefits.

As a Product Owner your role may include:

  • Providing leadership and guidance on the product vision and associated prioritisation of product enhancements.
  • Reviewing the specifications and designs of product enhancements to ensure they meet business requirements and working with technical staff to progress their implementation.
  • Proactively planning for product delivery, including working to remove or mitigate upcoming issues.
  • Consulting with internal and external stakeholders to understand key needs and relative priorities.

Product Owner roles are able to be filled in Geelong, Canberra, Melbourne, Brisbane, Hobart or Perth.

What we are looking for (selection criteria)

We are looking for individuals who are passionate about developing and supporting the uplift of ABS’ data sourcing solutions.

For both the Senior Business Analyst and Product Owner roles, you should be able to demonstrate most or all of the following skills, qualities and experience:

  • Experience working in an agile team to deliver technical solutions to meet business needs.
  • Ability to lead, manage and develop staff.
  • Ability to liaise with a broad range of stakeholders and nurture positive working relationships to achieve outcomes (e.g. able to work in multi-disciplinary teams, work with business areas, testers, end users).
  • A focus on user-centred design.
  • Well-developed communication and negotiation skills.

To be considered for a Senior Business Analyst role you should also be able to demonstrate:

  • Confidence leading stakeholder discussions and defining user requirements.
  • Ability to learn and work with Data Sourcing technologies (Confirmit, Pega, Informatica, Genesys) and to share knowledge.

To be considered for a Product Owner role you should also be able to demonstrate:

  • Ability to lead an agile team to effectively deliver incremental business value over a sustained period of time.
  • Ability to communicate effectively with a variety of non-technical business users.
  • Experience with the project management of technical projects would be beneficial.
  • Experience or knowledge of data governance, data integration, integrated data assets and data product delivery would be highly desirable for the roles in the Statistical Infrastructure Division.
