will be a positive, can do, switched on, committed , hardworking procurement professional with over 5+ years' experience, they need to have great communication and stakeholder engagement skills, This person will be leading contract management for the entire council, so it’s vital they have end to end procurement experience along with an eye for contracts language and terminology and extensive experience in both contract management and category management and demonstrated skills in contract life-cycle management/enterprise panel and preferably some experience in lead CMF implementation as well. This candidate will be the advisor to all business units, reporting directly into Michael the hiring manager, There will be a clear business plan and career development pathway for each employee. Position Purpose:
- Developing and implementing Council’s contracts management framework
- Extracting meaningful contract data insights to maximize value for money and ensure good governance
- Monitoring and managing supplier performance and contract compliance enforcement
- Partnering with internal stakeholders to support their use of Council’s contract management framework
- Providing sound contract management advice
- Managing the lifecycle of enterprise contracts from award to renewal to completion
This role is part of the Corporate Governance Division within the Corporate Support Directorate. You will report to the Procurement & Contracts Manager and be a member of a team of five procurement and contracts professionals.
Key Responsibilities:
- Contract Management Framework: Develop and maintain a framework that supports contractor performance and compliance.
- Enterprise Contract Management: Implement a Vendor Relationship Framework for enterprise contracts, ensuring effective operation and performance monitoring.
- Contract Risk Management: Ensure compliance with relevant regulations and manage contract risks effectively.
- Contract Lifecycle Management: Oversee the entire lifecycle of contracts, from creation to renewal and completion.
Essential:
- Tertiary qualification in contract law, supply chain management, or related discipline, or relevant senior-level experience in contract management
- Experience in developing or implementing contract management frameworks
- Strong analytical, planning, organizational, negotiation, and relationship management skills
- Procurement/Supply Chain qualification from a recognized professional organization (e.g., CIPS, LGP)
- Experience in Local, State, or Federal Government
- Knowledge of government regulations in procurement and contract management
- Experience in supplier relationship management
- Proficiency in Technology One software or equivalent, and contract management software
