Network Design and Integration is a Group within the Department of Transport and Planning, and is responsible for the delivery of transport priorities through the development, delivery and maintenance of an integrated pipeline of projects, supporting the Major Transport Infrastructure Program, and to plan Victoria's rail network.

Assets and Engineering is a Division within the Group responsible for enabling a safe, resilient and fit-for-purpose Victorian transport system through whole of lifecycle decisions based on systematic and disciplined technical excellence.

About the Role

Reporting to the Executive Director Improvement Program and Management System Assurance, the Senior Manager Asset Management System and Assurance leads the team responsible for the delivery of the following functions spanning across DTP and its administrative office and agencies:

  • Asset Management System (AMS)
  • Asset Management Accountability Framework (AMAF) Assurance Program
  • Asset Management Improvement Program

Asset Management System

The role leads a team responsible for the promotion, influencing, development, consultation, implementation, monitoring and ongoing maturity uplift and maintenance of DTP's AMS which aligns to AMAF requirements. Key artefacts within the AMS includes DTP's:

  • Asset Management Policy (for how asset management is enacted across DTP and its agencies and partners)
  • Asset Management Strategy (bringing together DTP's strategic objectives, desired service delivery outcomes and future challenges)
  • Asset Management Framework (how DTP manages assets, aligning to AMAF)
  • Asset Management technical capability and training (to assess and uplift capability of DTP people)

Asset Management Accountability Framework (AMAF) Assurance Program

AMAF is a mandatory, non-prescriptive framework by the Department of Treasury and Finance (DTF) for managing public assets in Victoria, that aligns with ISO 55000. The AMAF Assurance Program activities includes:

  • Creating and maintaining AMAF Assurance processes and documentation
  • Planning, co-ordinating and reporting the Level 1 AMAF Assurance results (self-assessment) at a Department; Group / Office; and Divisional / Major Transport Infrastructure Authority (MTIA) Project levels
  • Lead Leve1 2 AMAF Assurance (technical peer review) and support Level 3 AMAF Assurance (internal / external audits)
  • Chairing the AMAF Assurance working group and member of the DTF's AMAF working group
  • Co-ordinate the AMAF Assurance compliance results. support financial compliance and report maturity
  • Preparation and presentation of papers at DTP Leadership; the Public Accounts and Estimating Committee (PAEC), Possible Parliamentary Question (PPQ), and the independent Audit, Risk Integrity Committee (ARIC) to report on the performance of the function of Asset Management as required.

Asset Management Improvement Program

Using the results from the AMAF Assurance Program, with strong connections across the Department's Groups and Offices, the Senior Manager is responsible for leading the Asset Management Improvement Program to drive a culture of continuous improvement.

Activities under this program includes planning, co-ordinating and reporting on centralised improvement plans across selected DTP Divisions and MTIA to achieve business improvement and AMAF compliance. A key focus of the team is to support the Assets and Engineering Leadership team and branches with a key role in Strategic Asset Management, Asset Intelligence and Engineering services.

Position Outcomes

The DTP is seeking a dynamic leader to oversee Organisational Asset Management and to promote optimal outcomes for the Victorian community through strategic planning and compliance assurance. This role requires adept change leadership, fostering a culture of innovation and continuous improvement while effectively managing stakeholders and communicating impactful messages. Accomplished in team management, critical thinking, and problem-solving, the ideal candidate will drive tangible business outcomes and navigate complex challenges within the wider organisational context.

  • Asset Management Policy, Strategy and Framework Implementation- As the custodian on behalf of the Department for the Asset Management Policy, Strategy and Framework work collaboratively with executives and staff across the Department to provide clear direction and leadership on the management of assets. Effectively develop, implement, and monitor effectiveness of the Policy, Strategy and Framework to ensure the Department's Asset Management function is implemented to manage assets under the State's Transport & Planning Portfolio.
  • Strategic Asset Management - Provides specialist expertise and leadership on sound Asset Management and foresight for the Department's AMS, effectively addressing strategic issues and challenges to integrate management of assets under control of DTP, including internal and external entities.
  • Asset Management Accountability Framework Assurance - As the functional lead of the AMAF Assurance Program work collaboratively with executives and staff across DTP to provide Asset Management Assurance against AMAF to support annual Financial Compliance Attestation as part of Financial Reporting.
  • Asset Management Improvement Program - Leads a team to work collaboratively with executives and staff to lead programming; implementation (as required); monitoring; and reporting on the Department's Asset Management Improvement Program to enable an uplift of asset management capability and compliance in asset management.
  • Business Management System for Assets and Engineering Division - Supports the establishment of the Business Management System (including the Engineering Management System and the Asset Management System) so that the Department can self-assess against predefined maturity levels. These maturity levels will assist over time in evaluating the growth of asset management practices through continuous improvement, particularly within Assets and Engineering.
  • Effective People Leadership - Provides effective leadership, people management and supported safe, inclusive and flexible team operations. Executives and staff are engaged with high levels of cohesion and commitment and are delivering on the services required.

Stakeholder Liaison and Management - Builds strong and effective working relationships with stakeholders (including other business areas, DTF, other Departments and agencies. They will collaborate with internal and external stakeholders to ensure the AMS is consistent with and aligned to the Department's overall vision and needs

Qualifications and Experience

Mandatory

  • University degree in engineering, asset management or an equivalent qualification.
  • Minimum of 10-years' experience in tactical and strategic asset management: at least 5 years in strategic asset management
  • Broad experience developing and implementing successful change & continuous improvement programs
  • Demonstratable experience influencing stakeholders at an executive level
  • Demonstratable experience in leading a team
  • Experience and current understanding of the regulatory and compliance frameworks in an asset management and compliance environment

Desirable

  • Transport networks or similar scale infrastructure networks experience.
  • Asset Management Council certified.
