QTC is the central financing authority for the Queensland Government and provides financial resources and services for the State. We manage the State’s funding program in the global capital markets to deliver sustainable and cost-effective borrowings for the Queensland Government, local governments, and other related entities (our clients).
With a statutory role to advance the financial interests and development of the State, we help to deliver innovative, long-term solutions that contribute to the growth of Queensland’s economy. We protect Queensland’s financial interests and deliver better financial outcomes by centralising the management of our clients’ borrowings, cash investments, and foreign exchange.
Purpose of Role
QTC’s Advisory Division is focused on supporting financial sustainability and operational excellence across Queensland’s Government Departments, Local Governments and Government Owned Corporations. The Advisory Division supports and assists these Government entities to:
- deliver their budgets
- improve their client service delivery
- identify and mitigate significant business risk, and
- implement and sustain projects while building internal capability.

As a Senior Manager/Associate Director, you’ll work closely with the Department of Education, Department of Employment, Small Business and Training, and central agencies. Your mission? To execute government priorities that lead to better financial outcomes. Collaborate across the broader Advisory Division and partner with teams across QTC to deliver exceptional service.
Responsibilities & Accountabilities
- Supporting the Director (portfolio lead) and team members on identifying, scoping and developing strategic projects for the Education and Skills portfolio
- Lead and execute projects in the portfolio
- Assist with development of more junior team members in the team
- Contribute to and collaborate with Advisory Division colleagues on whole of government initiatives where the Education and skills portfolio might have an impact

Qualifications
Essential
- Tertiary qualification in a relevant discipline required for professional roles.
Experience
Essential
- Minimum 8 years of employment in roles that demonstrate experience in the listed competency areas
- Experience in areas such as corporate finance, preparing business cases, optimising businesses
- Critical thinking, decision-making and problem-solving skills, including demonstrated ability to effectively diagnose situations and develop creative solutions
- Engaging and persuasive communication style
- Relationship management skills including the proven ability to develop partnerships with clients and internal teams
- Skills in negotiating and facilitating discussions in a variety of situations
- Strong report writing, financial analysis and PowerPoint skills
Desirable
- Experience working in consulting or advisory services
- Experience working in the education, skills/training and/or social service sectors
