About This OpportunityAs the
Senior Manager, Student
Load Planning & Program Development, you will perform a broad range of duties related to the University’s
Student Load management processes. You will also have key responsibilities in coordinating and supporting the University
Program Development Framework. Working with the Associate Director,
Load Planning & Program Development, you will provide high-level administrative and strategic support to the Director of Planning.You will be primarily responsible for;
- providing accurate and timely Student Load and income projections, which may include the design and implementation of various scenario models;
- managing strategic aspects of the QTAC and graduate entry Medicine admissions cycles, which extends to some timebound operational responsibilities;
- coordinating the Program Development process, leading the market sizing and pricing for new programs, and supporting Faculties with demand analysis and business case development;
- preparing high quality analytical reports to support strategic decision making across the University.
At times, you will be required to contribute to other activities in the Planning Office, including institutional performance monitoring and reporting; strategic planning; and policy analysis.
Key responsibilities will include:- Lead a small team responsible for the development and provision of accurate and timely Student Load and income projections for the purposes of University budgetary, admissions, coordination of the UQ Program Development framework, and other strategic planning activities;
- Lead strategic aspects of the QTAC and graduate entry Medicine admissions cycles, requiring high levels of organisation, accuracy, and extending to responsibility for some timebound operational processes;
- Develop and manage the governance and implementation of the University Program Development framework to ensure program proposals and pricing strategies are strategically aligned, demand driven and market aligned;
- Develop and maintain relationships across UQ and with external parties in the higher education and government sectors to negotiate an approach to load and admissions which reflects the strategic objectives of the University, government policy and funding settings, and statutory requirements;
- Monitor progress against intake targets, load and income projections, and ensure compliance with the University’s funding agreement for Commonwealth Supported Places, provide estimates to the Federal Government as required, and provide advice to senior staff in relation to broader sector trends related to student numbers and funding;
- Conduct analysis and scenario modelling of admissions, load and income data to support strategic decision making across the University. This involves utilising a suite of business intelligence tools to analyse trends, patterns and scenarios, and to provide accurate, contextually appropriate, and timely advice to the Senior Executive.
- Identify emerging data needs and work with PBI’s warehouse systems analysts to incorporate new data sources or redevelop existing data sources.
- Assist the Director and Associate Director, Load Planning & Program Development in a range of activities including: strategic planning; policy analysis; and the preparation of reports, ad hoc queries and information provision as required.
This role is subject to the University’sThis is a full-time (100%), continuing position.At HEW level 9, the full-time equivalent base salary will be in the range $127,496.67 - $134,829.23, plus a generous super allowance of up to 17%. The total FTE package will be up to $149,171.11 - $157,750.20 annually. As these roles are covered by an Enterprise Agreement, you will also receive regular remuneration increases in line with the Enterprise Agreement.
About You- Postgraduate qualifications or progress towards postgraduate qualifications and extensive relevant experience in projecting demand, analysis of complex data, and provision of high quality strategic advice; or an equivalent combination of relevant experience and/or education/training.

- Demonstrated high-level analytical skills, including extensive experience in analysing trends and patterns in quantitative data and the design and testing of scenarios to support strategic decision making;
- Extensive experience and a high level of proficiency in compiling, manipulating and analysing complex administrative datasets using reporting tools such as SAP BusinessObjects (or similar) to enable accurate reporting and analysis.
- Excellent written communication skills including the ability to produce timely, concise and accurate reports, briefing papers and submissions based on analysis of complex issues and policies.
- Demonstrated high-level interpersonal and leadership skills, with the ability to consult, collaborate and negotiate with staff at all levels, as well as with external agencies.
- High level understanding of the university environment, regulatory arrangements, developments and trends in the higher education sector.
- Ability to manage and work within a small team in a fast-paced, dynamic and changeable environment while maintaining staff motivation and a focus on meeting the long-term needs of both PBI and the University.
- A proven ability to be highly organised and self-managing, including a demonstrated capacity to accept responsibility, establish work priorities, meet timelines and achieve outcomes independently.
