Strategy and Precincts group
The Strategy and Precincts Group defines and plans the needs and approach to Victorian places and communities.

Integrated Land and Transport Planning division
Working collaboratively across state and local government, the division leads strategic land use and transport Planning to shape a thriving and connected Victoria.
The division delivers complex integrated land and transport planning policies, guidance material, projects, studies and planning scheme amendments. Through this work, the division shapes how our places and transport networks are designed and planned to deliver well located housing, jobs and services in healthy communities and environments.

Strategic Land Use Planning branch
The branch responsible for working collaboratively across government and with stakeholders to develop and implement place-agnostic strategic land use projects and planning scheme amendments demonstrating cutting edge thinking, to support improved land use, housing and high-quality design outcomes.

About the Role


**Fixed Term Full Time until 30/06/2026**


Part of the Better Apartments team, the Senior Planner - Better Apartment Design will lead the implementation of State planning priorities, and initiatives, including the recommendations of the Victorian Parliament's inquiry into Apartment Design standards. The role requires a motivated individual with demonstrated experience in both statutory and strategic planning, project delivery, stakeholder management and governance in the public or private sectors.

We are looking for a candidate skilled in policy design and development, capable of formulating and communicating public policy options, and considering their impact on strategic plans and community needs. The candidate should also excel in project delivery, critical thinking, problem-solving, and stakeholder management, with the ability to coordinate tasks, guide teams, and resolve issues effectively.

Position Outcomes / Accountabilities

  • Contribute to the effective delivery of the Better Apartments Program, including developing project plans, ensuring project objectives are met by managing potential and emerging issues, preparing and monitoring project budgets (under supervision), contract management and more complex procurement.
  • Provide statutory and strategic planning services to deliver the Minister for Planning's responsibilities in relation to the Victorian Parliament's inquiry into Apartment Design standards and prepare planning scheme amendments and other requirements of planning legislation and instruments.
  • Develop, prepare and implement changes or new standards for apartment developments into the Victoria Planning Provisions.
  • Pro-actively manage councils and other stakeholders to achieve project outcomes.
  • Facilitate public consultation and technical workshops on Apartment Design standards.
  • Prepare reports, briefs and correspondence on planning issues that demonstrate a detailed understanding of the policy, statutory and political context.
  • Provide timely and accurate advice to the Minister for Planning, managers and executive, local government and other stakeholders on planning issues, opportunities and solutions.
  • Establish and maintain effective relationships with peers and key stakeholders including State government agencies, local government and relevant industry.
  • Contribute planning expertise to major projects and other government initiatives or programs, as required.
  • Work flexibly and collaboratively across the business to deliver business unit, group and departmental priorities and initiatives as required.
  • Practice cultural safety by creating environments, relationships and systems free from racism and discrimination so that people can feel safe, valued and able to participate.


Qualifications and Experience

Mandatory

  • A relevant qualification in Planning, Environment, Urban Design or Social Sciences is required.
  • Demonstrated experience in delivering complex land use planning projects and policy development is required.
  • Understands the statutory implications when creating new planning policy and provisions.
  • An accomplished working knowledge of the Victoria Planning Provisions and the Planning and Environment Act 1987 is required.
  • An understanding of the design and statutory assessment of apartment developments.

Desirable

  • A general understanding of development delivery and commercial viability is beneficial, but not mandatory.
