Job description

The Senior Planning and Program Consultant - Purchasing and Performance is primarily responsible for coordinating the commissioning of various service/funding agreements. This includes managing the provision of funding to community sector organisations, developing appropriate funding agreements, processing payments, and acting as a key liaison for these organisations with the Agency. Additionally, the role collaborates with other Departmental units and stakeholders to ensure effective engagement in the commissioning process.

The Role:

  • Commissioning Service/Funding Agreements: With broad direction, coordinate and support the commissioning and monitoring of service/funding agreements across multiple sectors, ensuring alignment with Agency priorities and government directives.
  • Management of Funding to Organisations: Oversee the provision of funding to organisations, including the development of funding agreements, processing payments, and serving as a primary contact point for these organisations within the Agency.
  • Engagement with Stakeholders: Work collaboratively with other Departmental units and stakeholders to engage in activities related to the full commissioning cycle of health services/funding agreements, fostering effective partnerships and communication.
  • Whole-of-Government Processes: Manage contributions to whole-of-government processes, ensuring that commissioning initiatives integrates varied and diverse organisational policies and rules with support systems and processes for effective operational outcomes.
  • Program Management: Provide high-level program management services to ensure the effective implementation of commissioning initiatives, including milestone determination and monitoring, risk management, communication plans and outcomes.
  • Resource Management: Manage program resources, including budgets, and oversee recruitment and supervision of project staff as necessary to support commissioning activities.

We are looking for someone with:

  1. Demonstrated high-level leadership in strategic commissioning processes, including the development of comprehensive analyses to support commissioning decisions.
  2. Extensive knowledge of purchasing frameworks and manage funding arrangements across the full Purchasing and commissioning cycle.
  3. Exceptional interpersonal and communication skills, with a proven ability to develop productive relationships and partnerships with diverse stakeholders, including government agencies, community and private organisations, and other departmental areas.
  4. Extensive knowledge and understanding of current issues impacting on the health services industry, along with the ability use that knowledge and understandings to identify, define and develop options and recommendations to implement and improve the delivery.
  5. Sound understanding of financial management principles, including budgeting, forecasting, and resource allocation, to effectively manage program resources and funding agreements, along with experience in identifying opportunities and develop solutions for efficiency improvements and cost savings.
  6. Strong leadership skills and a proven ability to work as part of a team and be adaptable and flexible in order to achieve results in an environment of change, ambiguity and pressure.

Strategic Purchasing and Funding (SPF):

SPF manages and undertakes a lead role in the purchasing of services within the public and private sectors that drive high quality, value for money outcomes for Tasmanians, and monitoring the delivery of those services by providers to ensure key outcomes are achieved.

The team:

  • Provides strategic policy advice and guidance on purchasing of health services across the State,
  • Plays a central role in the development of the annual service plan with the THS Executive, and
  • Works closely with other teams in PPPR as well as the Department of Health.

  • This role may be filled in Hobart or Launceston

Details of Appointment

Permanent full time day worker position working 76 hours per fortnight, commencing as soon as possible.

*notwithstanding hours may be negotiated with the successful applicant

  • Applicants should note that, for a period of twelve months from the date of publication, this selection process may be used to fill subsequent or similar full time and part time vacancies.

Salary: $124,371 - $130,905 per annum. Our Employer 11% superannuation contribution is on top of this amount.

  • Salary range is in accordance with Public Sector Unions Wages Agreement 2022
