National Security & Resilience | National Security | National Resilience Taskforce | Multiple Sections

The National Resilience Taskforce (the Taskforce) is working to better position Australia to deal with the significant set of risks and challenges that Australia faces across the full spectrum of natural and human-induced crises.

The Taskforce leads on National Resilience policy and strategy to ensure the Commonwealth has the necessary policy, legislation and capability to manage increasingly complex, cascading and concurrent national crises. Members of the Taskforce contribute to a dynamic, high-paced, innovative and exciting team, working on some of the most important challenges Australia faces.

The Taskforce is exploring and delivering a range of priority lines of effort, including:

  • Considering the domestic implications of the geostrategic environment.
  • Developing a National Resilience Framework to bolster Australia's ability to anticipate, prevent, absorb, adapt and evolve from extreme and concurrent crises or shocks.
  • Exploring options to ensure Australia is resilient against malicious activity, including exploring Australia's resilience capabilities and planning.
  • Ensuring Australia has the right legislative, policy settings and national capacity to manage national crises.
  • Identifying and assessing national security climate impacts and risks and developing policies to address critical national security vulnerabilities resulting from or exacerbated by climate change.


We work with a range of industry, academic and not-for-profit stakeholders as well as whole-of-Government partners across the Commonwealth and in States and Territories to deliver holistic advice.

Our ideal candidate

We are looking for dynamic and motivated staff who will demonstrate sound judgment and commitment to delivering policy outcomes for the Portfolio. The successful candidates will build strong subject matter expertise to support the strategic analysis of policy options and delivery of projects. They will be confident and able communicators with strong representation skills. They will work collaboratively and support productive working relationships internally and more broadly across Government.

Additionally, they will be able to demonstrate: 

  • An ability to achieve results while working under limited direction and reasonable autonomy on work that is complex in nature.
  • Experience performing independent research work and analysis in support of new policy, including the preparation of draft reports and policy documents.
  • An ability to communicate with influence to prepare draft reports, briefing papers, ministerial correspondence and discussion papers for review by Executive Level employees.
  • Experience in cultivating productive working relationships, along with an ability to build and sustain positive relationships with internal and external stakeholders.

Duties and responsibilities

As an APS6 within National Resilience Taskforce, you will be required under broad direction to:

  • Engage collaboratively with a broad range of internal and external stakeholders to support the effective delivery of projects or initiatives with strategic partners across the Portfolio, and/or in academia, industry and government.
  • Maintain acute strategic awareness of the Portfolio's operating context, and identify and evaluate benefits, risks and opportunities by testing policies against possible shifts in the environment.
  • Apply innovative and creative thinking to challenge conventional views, and facilitate the development of strategic, innovative and evidence based policy.
  • Apply strong written communication skills and attention to detail in the preparation of briefs, submissions and reports that enhance the strategic agenda of the Portfolio.
  • Apply strong secretariat, governance and project management skills to support the effective function of enterprise governance committees.
  • Provide direction, guidance and support to junior APS staff.

Additional information

The National Resilience Taskforce values a diversity of different skills, qualifications, perspectives and backgrounds. While there are no mandatory requirements, the following experience and/or qualifications are well regarded for some positions:

  • Tertiary qualifications in governance and public administration (or similar).
  • High-quality writing skills.
  • Policy or Cabinet experience.
  • Project management experience.

Eligibility

To be eligible for the position you must be an Australian Citizen.

The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance and an Employment Suitability Clearance (ESC).

The Department of Home Affairs offers an attractive remuneration package, including salary, superannuation benefits and flexible working conditions appropriate to the level of the position.

The Department may provide relocation assistance to eligible APS employees required to relocate. The level of assistance will vary depending on the reason for relocating and your personal circumstances. For further information please enquire with the contact officer listed in the advertisement.
