This role is being advertised as both ongoing and non-ongoing, with the employment type to be determined in negotiation with the preferred candidate and the NIAA delegate.
Where a non-ongoing specified term is offered, this would be for an initial period of up to 12 months, with possibility of extension up to a maximum period of two years.
A non-ongoing offer may result in conversion to an ongoing offer of employment, however this must occur within 18 months from the opening date of this advertisement.

The Opportunity
We are seeking a number of highly motivated and experienced applicants who are passionate about providing sound advice on complex policy, program and implementation to join our Business and Economic Branch.
We are after APS 6 and Executive Level 1, Senior Policy/Program Officers and Assistant Directors to fill a number of immediate and expected vacancies.
First Nations peoples have been engaging in trade and commerce for thousands of years. As with all Australians, owning a business is a powerful way for First Nations peoples to take control of their economic future.
The Business and Economic Branch is committed to supporting greater economic participation of First Nations peoples. This includes working with First Nations business owners, representative bodies and community to find new ways to empower more First Nations peoples to build businesses and develop assets that will support themselves, their families and their communities.
The branch helps to improve market access for First Nations businesses through the implementation of demand side policies and programs (e.g. the Indigenous Procurement Policy) and supply side support through access to business support and capital, as well as supporting broader economic development policy.
This includes:
- supporting a First Nations led business ‘ecosystem’ and delivering culturally safe business capability support to address market barriers e.g. funding programs and support through Indigenous Business Australia, Many Rivers, and the network of Indigenous Business and Employment Hubs
- leading the delivery and development of the Indigenous Procurement Policy and influencing emerging policy priorities, including international trade opportunities
- supporting research and evidence generation in relation to economic, business policy and remote economic development.
The branch also leads the policy design, development and implementation of the Youpla Support Program.
The teams in the branch include:
- Indigenous Procurement Policy and Targets
- Business Operational Policy
- Remote Economic Development
- Economic Policy
- Youpla.
In these roles you may undertake a diverse range of work including:
- developing, interpreting, evaluating and implementing complex policy, programs or contracts
- preparing and reviewing draft reports, briefing papers, speeches, Ministerial Correspondence for the Minister for Indigenous Australians, the Assistant Minister for Indigenous Australians, or senior NIAA Executive
- liaising with internal and external stakeholders, and using networks across the Commonwealth to develop and influence policy and provide advice
- representing your work area and participating in committees and forums in relation to policy or programs affecting First Nations economic participation
- engaging with Cabinet and other Whole-of-Government processes.
The successful APS6 candidates will have:
- a demonstrated record of working in a culturally sensitive manner, with a commitment to furthering cultural intelligence
- well-developed data, analytical and/or research skills, including the ability to provide quality policy, program or implementation advice based on evidence
- well-developed written and verbal communication skills and the ability to deliver briefings and papers on complex issues
- the ability to identify emerging opportunities or issues and respond quickly to competing priorities
- leadership and initiative, sound judgement, integrity and personal drive
- excellent interpersonal skills, including the ability to develop and maintain effective relationships with internal and external stakeholders
- strong organisational skills, to support delivery of outcomes on time.
The successful EL1 candidates will have:
- a demonstrated record of working in a culturally sensitive manner, with a commitment to furthering cultural intelligence
- refined data, analytical and/or research skills, including the ability to provide high quality strategic policy, program or implementation advice based on evidence
- refined written and verbal communication skills and the ability to deliver briefings and papers on complex issues
- ability to identify emerging opportunities or issues and respond quickly to competing priorities
- leadership and initiative, sound judgement, integrity and personal drive
- excellent interpersonal skills, including the ability to develop and maintain effective, robust and collaborative relationships with internal and external stakeholders
- ability to manage a small team, have people management skills and a commitment to develop team member’s skills and confidence through performance feedback and career development.
