Carbon Markets Branch The role of the Carbon Markets Branch is to provide insights, solutions and advice to decision makers, policy makers and the market to improve scheme operations and position the agency as a modern, efficient and effective regulator.
Branch objectives:
- Provide advice, support or action on complex scheme implementation and design issues that are workable and enforceable.
- Influence the direction of potential new schemes or policies that align with the objectives and functions of the agency.
- Support the Chief Data Officer and the agency to create a data-driven culture that identifies external trends to inform strategic decisions and support business transformation.
- Increase confidence in the carbon and renewable energy markets by highlighting the role of our schemes and understanding the international context.
Climate-Related Disclosures has a key role in supporting some of Australia’s largest companies to publicly report their progress towards their emissions reduction goals. Our Team provides expertise and insights to the government, regulators, and investors on climate related disclosures, sustainable finance, and emissions reduction initiatives in Australia and internationally.
Delivering and evolving the Corporate Emissions Reduction Transparency (CERT) report is a key focus of the section. The CERT report is a voluntary initiative which presents a snapshot of climate-related commitments made by Australian companies and how they are progressing towards achieving those commitments.
We have a diverse range of responsibilities across all schemes administered by the Clean Energy Regulator (CER). Our functions include:
- Researching, developing, and delivering new climate and energy programs for the agency, such as the CERT report.
- Providing insights to the Board on developments in climate-related reporting, sustainable finance and carbon and energy markets.
- Leading the CER’s work on climate related disclosures and providing expert advice to government agencies and the market.
- Supporting the achievement of government policies with our expertise and data.
- Building and maintaining productive partnerships with key energy and carbon market organisations, regulatory agencies, and market bodies.
- Contributing to environmental scanning, gathering, and investigating information from diverse sources to maintain awareness of key issues and provide insights to the CER on emerging subjects.
- Researching and analysing developments in reporting and corporate climate-related disclosure arrangements, carbon accounting and topics relevant to the CER’s purpose and goals.
- Engaging internally and externally with government and the market including the drafting of responses to consultations and submissions.
- Supporting the Assistant Manager to implement a workstream to deliver high quality outputs and potentially supervising staff.
- Communicating complex information simply and succinctly in written and verbal formats to external stakeholders and senior leadership.
- Collaborating with other members of the Team to ensure delivery of quality and timely products and services.

- Conduct research and analysis, exercising sound judgement and problem-solving skills to inform program review and development.

- Engage with internal and external stakeholders to gain their insights and support for strategic initiatives and to provide expertise and data to support their activities.
We are after a wide range of skills and experience to complement our already multidisciplinary team. While it is not a requirement, it will be an advantage to have qualifications or an understanding of carbon accounting frameworks and corporate sustainability reporting.
