The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.QFES is one department with many services, many capabilities and many partners. Purpose of the roleThe Capital Works team leads and facilitates the annual programming and scheduling of allocated projects and related activities to ensure delivery of the department’s statewide capital, medium and minor works program. The team contributes to the strategic planning, evaluation and interpretation of relevant legislation and standards to ensure QFES meets whole-of-government building and accommodation requirements, and provides specialist building and construction advice to ensure best value capital investment is realised, and best practice asset management optimises the useful life of QFES built asset portfolio.Reporting to the Principal Program Officer, you will be responsible to lead, coordinate and support the successful delivery of multiple capital and minor works projects and maintenance programs using effective project management processes and in line with commercial best practice. You will participate in the team’s annual project programming and ensure programs of works are scheduled appropriately using effective project management processes, so they are on delivered on budget, on time and in line with the commercial best practice. Collaborating with team members and key stakeholders you will review, interpret and evaluate requirements, including managing governance compliance reporting to ensure project deliverables meet service delivery outcomes.Key requirementsMandatory requirementsC Class driver’s licence (non-restricted).Highly desirable requirementsExperience, knowledge and/or qualifications in project management or another discipline relevant to the building and construction industry.Minimum of three years’ experience working in the building industry, including the ability to review and evaluate tenders and estimates.Minimum of three years’ experience in effectively managing and completing complex and diverse projects, and managing end-to-end delivery of statewide Capital Works and maintenance programs.Special requirementsThe incumbent may be required to travel and work within their area of responsibility and may also be required to undertake intrastate, interstate deployment or travel as required, with the possibility of overnight stays.Your key accountabilitiesYour part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:Concurrently manage multiple major, medium and/or minor Capital Works projects of a complex nature, and coordinate activities to ensure best practice methodology and successful delivery of built assets that are fit-for-purpose and within time, quality, costs and meet target objectives.Review and evaluate tenders and estimates, including establishing and reviewing budgets, cash flows, forecasts and programming to ensure client’s priorities and QFES objectives are achieved.Provide high level timely and independent analysis and advice to key stakeholders regarding project delivery matters, risks and issues to ensure effective Capital Works and asset maintenance outcomes. Establish and maintain strong internal and external stakeholder relationships and promote positive outcomes that ensure service objectives and project deliverables are met. Prepare and review high-level briefs, reports and submissions and respond to a range of correspondence and enquiries relating to project solutions and investment planning, in accordance with departmental governance, requirements and timeframes.Evaluate completed Capital Works projects through contemporary feedback and peer review practices to ensure best practice project methodologies meet service delivery objectives.Interpret and apply legislative, government and departmental policy and procedural requirements to ensure compliant capital investment service delivery at all times.
