About the role
This is a permanent, full-time position working 38 hours per week as per the roster. This position is based out of the Nowra Administration Building.
Duties
Reporting directly to the Lead – Ranger Services, the focus of this position is to:
- Network with partner agencies and stakeholders to build relationships, identify opportunities, and coordinate preventative and proactive projects specific to illegal waste.
- Identify and apply for funding grants to combat Illegal Dumping.
- Patrol the Shoalhaven to detect and deter illegal or unauthorised activities, which includes protection of Council assets and the environment.
- Enforce legislation in accordance with the delegated authority for this position. This includes conducting investigations, obtaining evidence, issuing orders, notices and warnings; initiating court action, and keeping accurate records.
- Work within relevant legislation, guidelines, policies and standard operating procedures.
- Assist in the development and implementation of enforcement programs and operational plans.
- Work independently to resolve complex issues.
- Assist emergency services agencies during emergencies.
On call – Being available to be on-call and complete reasonable overtime is a requirement of this position.
Skills & Experience
To be successful in the position, you will be/ possess:
- Certificate IV in Local Government and/or equivalent experience.
- Comprehensive knowledge of the POEO Act, POEO Waste Transport Reg, EP&A Act and LG Act.
- Extensive knowledge and experience in the management of illegal waste
- Demonstrated ability to interpret legislation and policy.
- NSW Workcover Construction Induction Certificate or ability to obtain.
- Current Class C Driver’s Licence
- Proof of Australian residency or citizenship, or authority to work in Australia (visa)

This is a grade range position, therefore in accordance with qualifications, accreditation, experience and demonstrated skills, the prospective employee will be assessed as either Grade 5, 6, 7, and 8.
Grade 5 – Salary: $60,229 – $67,695 p.a. plus 11% Super
Grade 6 – Salary: $62,233– $69,950 p.a. plus 11% Super
Grade 7 – Salary: $64,246 – $72,210 p.a. plus 11% Super
Grade 8 – Salary: $71,574 – $80,451 p.a. plus 11% Super
This position requires a current NSW Working with Children Check. Applicants are required to apply and pay for this check if not already obtained.
Council requires applicants for this position to undergo a National Criminal History Check during the recruitment process. This check will be at the expense of Council.
