About the opportunity
We have an exciting opportunity for a Senior Policy Regulatory Policy Advisor who will contribute by:
- Support the Manager, Regulatory Policy to drive a supportive team culture and contribute to the overall performance and development of the team by building knowledge and capability.
- Manage the timely delivery and review of high-quality internal regulatory policies and guides to support our people to exercise their regulatory powers in an environment of competing priorities and continuous change.
- Work closely with key stakeholders to develop and deliver tailored training for Energy Safe staff to uplift regulatory capability and embed new regulatory practices.
- Work collaboratively with teams across Energy Safe to develop compliance codes and guidelines to help regulated entities understand their responsibilities and Energy Safe's expectations, ensuring documents are written in plain English and appropriate for the intended audience.
- Undertake policy projects, working collaboratively with internal and external stakeholders to deliver high-quality advice with recommendations and innovative solutions based on comprehensive research and analysis.
- Prepare and present strategic and expert advice on complex policy matters, explaining legal and technical concepts in plain English and for a variety of audiences.
- Relevant tertiary qualifications in public policy, law, commerce, economics or a related field.
- Extensive hands-on regulatory and policy experience, preferably obtained working at a regulator with a safety, energy, economics or consumer focus.
- Understanding of Victorian and national energy markets with a focus on energy safety frameworks, or a demonstrated ability to quickly develop this understanding.
- Substantive experience working with mature compliance and enforcement frameworks and strong governance controls to ensure valid exercise of statutory powers.
- Substantive experience undertaking or advising on regulatory inquiries and investigations with a view to establishing whether legal thresholds have been met to take compliance and enforcement action.
- Proven experience in the interpretation and application of complex legislation, regulations, standards and codes to inform work.
- Substantive experience in leading and preparing of project plans, briefs, reports and recommendations on complex policy issues.
- Strong stakeholder management skills with demonstrated ability to effectively collaborate and negotiate with internal and external stakeholders to inform work, identify innovative solutions to resolve issues, and obtain necessary support.
