Strategic Planning Lead

  • Permanent full-time position, salary up to $127,644.66 per year + 11% superannuation, generous professional development

Campbelltown is rapidly transforming from a suburban centre into one of the most significant cities within Greater Sydney. Already, over $1B worth of investment has been announced in health facilities, research facilities, cultural facilities and public realm upgrades. The city is also earmarked for key connections to the Western Sydney Airport, including rapid bus connections and a future extension of the Sydney Metro Western Sydney Airport Line to Campbelltown Station. It is also earmarked for Fast Rail, providing faster connections between Campbelltown, Parramatta, Sydney CBD and Woollongong.

As one of the four metropolitan clusters that will anchor the new Western Parkland City, Campbelltown is key to the future of Greater Sydney. With significant population growth and development already underway in the LGA and Western Sydney more broadly, there are exciting opportunities presenting themselves at Campbelltown.

Being a member of the City Strategy & Design team within City Futures, you will be joining a multidisciplinary and nimble team of innovative and passionate people who work across transport, development economics Strategic Planning, health and urban design.

The role:
This role is responsible for providing accurate and timely advice to stakeholders and senior management that is both innovative and pragmatic. As a member of the City Strategy & Design team, you will have outstanding strategic thinking skills, balanced with an ability to translate the vision for future land use, development and urban design outcomes into statutory policies and procedures.

Specifically, the successful candidate will:

  • Lead the implementation of key actions in the City Centre Sustainable Development Plan and the Reimagining Campbelltown City Centre Master Plan that pertain to Strategic Planning.
  • Manage Council’s Local Strategic Planning Statement Review.
  • Develop strategic plans, studies, structure plans, urban design frameworks and planning scheme amendments that translate strategic visions for future land use, infrastructure provision, development and urban design into statutory policies and procedures.
  • Develop high-quality communication collateral that is effective and engaging in the communication of ideas and that is suitable for the intended audience, role and purpose.
  • Engage with and manage internal stakeholders.
  • Engage with state agencies to inform and support high-quality, strategic and integrated development outcomes for Campbelltown LGA.
  • Contribute to Council’s submissions and advocacy to key state government agencies and partnerships, ensuring effective liaison/communication with and between internal stakeholders and state agencies on proposed changes to strategies, policy and other legislation.
  • Provide sound and authoritative specialist Strategic Planning advice relating to land use, development capacity, master plans, structure plans, urban design frameworks, planning scheme amendments and the approval process and management. This could include, for example, reviewing planning proposals, attending pre-lodgement meetings, attending Councillor briefings and contributing to submissions and workshops on behalf of Council and the City Strategy & Design team.

City Futures has oversight of large scale complex projects, such as the implementation of the Reimagining Campbelltown City Centre Master Plan, which requires experienced experts who can bring the vision to life. The successful candidate will demonstrate the following:

  • Tertiary Qualifications in urban planning or related disciplines.
  • The ability to apply outstanding strategic thinking skills, balanced with an ability to deliver technical solutions for projects.
  • Proven experience in delivering strategic plans, studies, structure plans, urban design frameworks and planning scheme amendments.
  • Outstanding stakeholder management, relationship management and negotiation skills.
  • Proven experience in forging useful partnerships with people across business areas, functions and organisations in pursuit of a shared goal
  • Demonstrated project management experience, including the ability to plan for and manage complex projects and tasks, ensuring that risks are anticipated and minimised and that project objectives are met on time and to budget
  • Excellent verbal and written communication skills
  • Excellent prioritisation, time management and delegation skills
  • Ability to use, manipulate and analyse GIS datasets to inform analysis and decision-making
  • Commitment to role modelling our values of respect, integrity, trust, teamwork and optimism.

Desirable:

  • Competency in Adobe Suite (Illustrator and InDesign) and/or AutoCAD is desirable
