What is the role?
Applications are sought from suitably qualified people wishing to be considered for the role of Technical Operations Specialist within the STO Team, Specialist Protective Command (SPC). SPC is a hybrid (specialised/operational) Command within the AFP and is responsible for establishing national strategy, governance and capabilities while also delivering operational outputs within the ACT.
The duties of a Technical Operations Specialist is to provide the delivery of a specialist communications support capability to all Specialist Operations (SO) teams on AFP operations both nationally and internationally and is expected to meet the following functions:
  • Design and implement specific communication plans to support and enable the SO Commander and other personnel to exercise command, control and coordination of operations;
  • Enable command and control through mobile voice and data services for the transfer of orders and instructions, managing automated reports, and performing a forward command post role;
  • Provide access to; established or ad-Hoc networks for the Transmission of Voice;
  • Provide technical reconnaissance in the form of Drone/ Camera/ Photos for Operational planning and situation awareness;
  • Provide specialist Computer Aided Dispatch (CAD) phone/ Electronic access;
  • Tatical Operations;
  • Blue and red force tracking software packages;
  • Act as an embedded tactical field communications function;
  • Provide technical advice to all stakeholders on tactical communications;
  • Liaison with stakeholders including ADF special Operations on complex and technical communication matters;
  • Liaise with Covert and Technical Operations (CTO) and Police Technical Team (PTT) and facilitate access to SO teams to their systems and capability;
  • Establish and maintain tactical communications systems/networks in accordance with Australian & New Zealand Counter Terrorism Committee (ANZCTC) operational plans; and
  • Provide initial and skills enhancement tactical communications training.
  • This role attracts a composite allowance in recognition of expanded working hours, normal patterns of attendance and shift patterns (such as afternoon shifts, weekends and Designated Public Holidays) that are required under the Operations working pattern. In accordance with the AFP Enterprise Agreement 2017-2020, an employee who is required to work in accordance with the Operations working pattern will receive a Core Composite of 22% in addition to their Base Salary which will count as salary for superannuation. The Commissioner has the authority to remove a composite from a role.
Essential Requirements
  • You must be an Australian Citizen at the time of application;
  • A Negative Vetting 2 (Top Secret) Security clearance, including C and D briefings, or the ability to obtain one;
  • Demonstrated contemporary knowledge and experience relevant to the role;
  • Minimum two years work experience in related field;
  • Communications Land Mobile Radio;
  • Mesh Radio / IP Networking Training/Qualifications;
  • Communication Field Operations;
  • Cryptographic handling procedures, Type 1/Suite A, Suite B, AES 256;
  • ASnet Training or experience;
  • Radio Frequency Spectrum industry experience of, HF, UHF, VHF, Satellite, 4G/LTE, Wi-Fi;
  • Antenna systems, Sighting of antennas, Radio network design;
  • Network fault finding industry experience;
  • Understand WHS procedures/practices including, Radiation Hazard (Rad-Haz) awareness, Power awareness;
  • Team work, initiative, cognitive skills, operation under adverse conditions, underpinning knowledge, judgement; and the collateral assessment criteria of commitment and AFP core values;
  • The ability and willingness to work in a high tempo environment and deploy frequently at short notice on local, national and international tasks for extended periods of time;
  • Must be able to clear Specialist Operations medical requirements and reach and maintain Physical Competency Assessment (PCA) standards; and
  • Physical Competency Assessment** (to include SO 400m Swim Test).

  • Radio over Internet Protocol (RoIP) experience;
  • Internet Protocol (IP) networking experience;
  • Remote Pilots License;

  • Basic water operations experience;
  • Cold weather operations experience;
  • Driver Licence Class HR;
  • Driver Licence Class R (Motorcycle);
  • Operator - Trail Bike; and
  • Operator - Polaris / Quad Off-road Vehicle
