About the opportunity:As the Tenure and
Land Access Specialist you will be responsible for providing certainty to Holcim's WA/SA Reserves located on Crown Land, through executing Tenure, Aboriginal heritage and Native Title strategy, in line with the business strategy and statutory requirements.You will manage our tenement portfolio to reduce the risk of tenement forfeiture for the WA/SA business through maintenance of tenure compliance and help to maintain access to land in respect to obligations under the Aboriginal Heritage Act 1972 and the Native Title Act 1993.Further responsibilities will include executing the tenement strategy to maintain and grow the WA aggregates reserves, with a focus on renewing the reserves in highly profitable areas and providing sound and reliable advice to the business in regards to tenement management.Additional and detailed accountabilities are found in the Position Description which is available upon request and will include:
- Maintaining tenement compliance against the relevant Mining Act
- Providing risk management advice to the business regarding tenement security including tenement expenditure
- Mitigating the risk of tenement forfeiture
- Establishing and implementing strategies to address submissions for tenement forfeiture as required
- Managing all aspects related to objections received or made by Holcim, including communication with the Warden's Court, specialist advice for the content of Access Agreements, Heritage Agreements and negotiations with third parties
- Executing divestment strategy for idle tenements
- Executing tenement application strategies for existing and greenfield sites
- Managing all aspects related to Native Title Claims lodged on Holcim's tenements, including communication with the Native Title tribunal, specialist advice for the content of Native Titles Agreement, negotiations with third parties
- Managing all aspects related to Aboriginal heritage in respect to the Aboriginal Heritage Act 1972 including communication with the Traditional Owners, specialist advice for the content of Heritage Agreements, negotiations with third parties and heritage surveys
- Providing strategic support to the business securing tenure and leases for quarries, concrete and precast concrete plants
- Maintaining relationships with landowners
About You:- Tertiary Qualifications in Property, Law or Planning or related disciplines are preferred
- Credible and relevant work experience in a related industry sector and/ or with relevant experience in government or in a consulting environment
- Knowledge of the WA and SA Mining Acts (in regards to Mineral Titles matters)
- Knowledge of the Native Title Act 1993 and WA and SA Aboriginal Heritage Acts.
- Project Management skills
- Proven negotiation and influencing skills
- Strong interpersonal skills
- Demonstrated ability to communicate with stakeholders at all levels
- Self-motivated and outcomes-orientated with a passionate ‘can do'/adaptable mind set
