Ngwala Willumbong Aboriginal Corporation is an Aboriginal Community Controlled Organisation that is dedicated to delivering quality specialist Alcohol and Drug Treatment, Housing and Homeless and other services to meet the needs of Aboriginal & Torres Strait Islander (ATSI) People and their families. Our services operate across Victoria.

The Job

The WHS & Compliance Manager is responsible for ensuring Ngwala complies with internal and external regulations which include working with management and staff to identify regulatory risks and design and implement internal controls to ensure we are compliant.

They will develop, maintain, and oversee consistent Work, Health, and Safety systems and processes, and foster Quality Management principles throughout Ngwala.

Tasks will include:

  • Performing routine risk assessments to help Ngwalas understand Compliance risks, scope and significance.
  • Monitoring the organisation’s compliance with regulations and internal policies to ensure they are up to date with the relevant laws.
  • Educating employees on compliance regulations and the impact of non-compliance on the organisation
  • To review and monitor Accidents, Incidents and Near Misses (AINMs) and provide advice on best practices to mitigate risk and improve service delivery.
  • To oversee the WHS & Compliance register ensuring alerts are reported as and when required as well as reporting on active, closed, and outstanding alerts submitted to Ngwala teams.
  • To lead on completing compliance audits across the Ngwala support services against quality standards, taking in to account the culture, interpersonal relationships and any other issues as identified. This includes weekly, monthly, and annual deep dive audits of systems and processes as required.
  • Ensure the most up to date policy and associated documents are accessible and used.
  • Ensure facilities have adequate fire protection equipment, that they have current validation and training of wardens and staff is ongoing. Coordinate the activities of the First Aiders to ensure there is adequate coverage and their training is appropriate and current.
  • Ensure first aid kits are complete and current, including compliant personal protective equipment and ensure staff are trained and instructed on usage.
  • Ensure that any dangerous goods or materials are correctly stored and the appropriate MSDS are available, and staff are trained in handling the goods and any potential spills.
  • Coordinate appropriate introductory training for new employees as well as ongoing training for all staff.
  • Lead the WHS committee, hold regular meetings to ensure organizational efficiency with regards to policies, procedures, risks and hazards
  • Report on Risk management Matrix and ensure it is maintained and updated regularly

Your Skills & Experience

  • Demonstrated experience and knowledge within WHS, Compliance, Risk Management and Quality Assurance
  • Strengths in Administration, Computer proficiency, and problem-solving
  • Knowledge and understanding of Aboriginal history and/or culture and commitment to the Aboriginal community.
  • Demonstrated understanding of the unique health challenges and social issues faced by the Aboriginal community, including the impacts of alcohol and drug use and homelessness.
  • Ability to provide culturally safe and respectful care and services to the Aboriginal community.
  • Demonstrated ability to manage workload in a busy environment and prioritise to ensure deadlines are met, including ability to analyse and exercise good judgment in problem solving and decision making.
  • Demonstrated capacity to work independently, generally within defined guidelines, and as a team member.
  • Desirable - Qualification in Quality, WHS, Compliance and/or Risk Management

Mandatory Requirements

  • Victorian Driver's License
  • National Police Certificate (no older than 6 months).
  • Victorian Employment Working with Children Check
  • Minimum 2 Covid19 Vaccination
