WA Primary Health Alliance is a not-for-profit organisation dedicated to enhancing healthcare services in Western Australia. Due to the nature of our funding and prescribed activities, we often operate in a dynamic and changeable environment. Adaptability and flexibility are therefore necessary to respond appropriately to changes as they occur. Our organization oversees the strategic commissioning functions of the Perth North, Perth South, and Country WA Primary Health Networks (PHNs), and collaborates with medical professionals, allied health experts, Area Health Services, and service providers to enhance the coordination of care for those at risk of poor health outcomes.

The role

This role is responsible for strategic advice and direction for the workforce related Budget measures from the Strengthening Medicare reform. The position will work with internal and external stakeholders to provide high quality strategic and policy advice on the complex topic of health system reform. Working towards strategy alignment of innovative and sustainable primary health care workforce models for Western Australia. The role plays a crucial part in shaping, designing, and implementing workforce initiatives, aligning with WAPHA's strategic goals, advocating for primary care, and designing innovative and sustainable workforce models for specific areas and populations. Collaboration with various stakeholders and a focus on multidisciplinary teams are key aspects of this responsibility. The Australian healthcare system faces multiple challenges, including rising healthcare costs, inadequate access to healthcare services in certain areas, growing healthcare disparities, and the need for government support to meet the evolving healthcare needs of the population.

This role will be offered a Maximum Term contract until 31st December 2025 on a full-time basis and offers the flexibility to work from home and office.

Key tasks and responsibilities include but not limited to:

  1. Primary Care Strategic Workforce Advice:
  • Initiate opportunities to improve understanding of Commonwealth guidance and strategic imperatives.
  • Support the development of practical solutions for commissioning, primary care development, and health system integration.
  • Monitor and coordinate workforce needs and shortages across the WA health ecosystem.
  • Provide advice on state, national, and international workforce trends.
  • Analyse and prepare briefings, reports, and policy papers to guide decision-making.
  • Support the development of innovative, best practice primary healthcare service delivery models.

2. Stakeholder Engagement:

  • Collaborate across the organisation with integrity, professionalism, and commitment to WAPHA's vision.
  • Develop and maintain internal and external stakeholder relationships.
  • Interact with stakeholders to influence workforce policy, programs, and activities.
  • Work across WAPHA Portfolios to plan, innovate, and design sustainable primary health care workforce models.

About you

To be considered for this role, candidates must meet the following selection criteria:

  • Tertiary qualification or demonstrated experience in a health-related field.
  • Expertise in Australian health policy, with a focus on primary health care.
  • Experience in critical analysis, synthesis of complex material, and high-quality writing.
  • Excellent communication and interpersonal skills, including engagement with diverse groups.
  • Ability to translate policy into effective commissioning approaches in primary health care services (Preferred)
