The OpportunityThis position will proactively coordinate Council’s approach to the development and maintenance of management systems, organisational culture, and practices which create a work environment that provides for the safety, Health and wellbeing of Council staff, contractors, volunteers, and the public, and meetings legislative requirements and external best practice. This includes working with all levels of the organisation to enable safety to be integrated into core business operations and cultivating a safety risk management culture.

To undertake this position, you will have proven experience in WHS management over a range of workplace activities, particularly in the areas of construction and other field-based services.
You will possess well-developed interpersonal, oral and written communication skills, including the ability to provide high level technical advice, reports and presentations to a variety of stakeholders at all levels of the organisation.
Furthermore, the successful incumbent will demonstrate knowledge, understanding and proven ability to apply and explain:
- Legislation, standards, and industry codes relevant to OH&S, electrical safety, workers’ compensation, and rehabilitation; and
- Risk management including risk assessment and development and implementation of risk control strategies and techniques.
The position's focus will be:
- Develop and deliver safety and injury management from strategy development through to action planning and delivery, ensuring continuous improvement in Council’s Workplace Health and Safety system to meet requirements of Council and its workers, WHS legislation, and workers’ compensation licencing.
- Manage and lead the WHS department and provide direction and leadership to members of the Health and Safety team, including managing performance, development, and recruitment activities.
- Develop, deliver and maintain WHS policies, ensuring legislative compliance and communicating changes across Council.
- Establish and maintain strong relationships with internal and external stakeholders to influence best practice in WHS at Council, including keeping abreast of external WHS developments, legislative changes and ensuring all internal parties have a clear understanding of their respective WHS roles and accountabilities.
- Develop, analyse and maintain a suite of reportable safety statistics and WHS metrics and provide regular reports to the executive committee for an oversight of organisational WHS, including ensuring Council’s WHS Management System Plan and action plan is implemented and communicated to relevant staff.
- Provide technical advice and support in WHS to internal and external customers to ensure legislative compliance, including conducting annual audit of Council’s WHS system, researching, developing, and implementing solutions to meet WHS obligations and reviewing incident reports and outcomes of improvement actions.
- Develop and manage WHS training program and budget, including conducting training needs analysis and coordinating training delivery, to ensure Council meets WHS obligations.
- Perform the Lead Facilitator role in all serious workplace investigations and oversee the injury management function to assist the Return-to-Work Coordinator to achieve the best outcomes for injured workers.
