Position Summary

Tangentyere Council Aboriginal Corporation (TCAC) is a community controlled Public Benevolent Institution delivering human services and social enterprise activities for the benefit of Aboriginal people from the Alice Springs Town Camps, urban Alice Springs, and Central Australia.

The Youth and Community Safety (YCS) Division brings together a range of programs that support Aboriginal children, youth, and the community to improve safety, education, health, and wellbeing outcomes. The Division includes Brown Street Youth Services, Town Camp Youth Services, Patrols and Looking After the Kids (LATK).

The YCS Division has created a number of Youth Services Case Manager roles through funding from various programs. The combined funding has enabled YCS Division to create a team of Youth Services Case Managers. The Youth Case Managers will provide a flexible service that is grounded in assessment and works flexibly and responsively to the needs of young people and their families. This Youth Case Manager role is identified for Aboriginal and or Torres Strait Islander applicants.

The aims of the Youth Services Case Managers are to provide individualised support to young people to facilitate their safety and improve their well-being. Youth Services Case Managers take a primary prevention and early intervention approach to supporting young people. This includes undertaking proactive engagement of young people, needs assessment, referral and facilitated engagement between young people, families, and other services, as required. The Youth Services Case Managers are responsible for inter-agency collaboration through referral, information sharing (consistent with legislative requirements), joint planning and co-work as required. Further, Aboriginal Youth Case Managers will provide additional cultural knowledge and advocacy for young people engaged in the service. They will utilise their lived experience of being Aboriginal to support young people throughout their time with the service.

The successful candidate will identify as Aboriginal and or Torres Strait Islander, be a highly motivated individual with good communication skills and is committed to working with vulnerable and at-risk young people and their families. Their role will be pivotal in integrating the day and night programs within the YCS Division.

The Aboriginal Youth Services Case Manager will work alongside other YCS programs including the Looking After the Kids program, Brown Street Youth Service, and the Town Camp Youth HUBs to provide timely outreach support, referral, and safety planning for young people. Additionally, they will engage with stakeholders and community members to promote the program, ensuring it is culturally safe and accepted by individuals, families, and communities across the Alice Springs region.

As part of your role, you will be working with children, people with a disability and people who are vulnerable. It is your obligation to always ensure their safety and report any concerns in line with our duty of care obligations. We have zero tolerance when it comes to abuse of any kind and will take disciplinary action, including and up to termination of employment, should we determine that abuse has taken place or there has been a failure to report any suspected or alleged abuse.

Responsibilities

• Proactively engage, assess and provide case work/case management services to young people who have been referred into the Youth Services Case Manager team or have been identified by other YCS Division programs.

• Establish and maintain effective referral pathways to other stakeholders working with young people.

• Identify and engage with Town Camp Communities and families to reduce the likelihood of young people frequenting the streets late at night.

• Work as part of the Alice Springs youth service system to provide responsive, proactive and high quality services that contribute to the wellbeing of young people.

• Work with, support and mentor YCS Youth Workers including undertaking joint and after-hours work as required.

• Provide culturally appropriate knowledge and support to young people, YCS Staff and others to support cultural safety within the service.

• Keep quality client records and collect data as required.

• Assist with achieving quality management objectives across the organisation.

• Assist with achieving safeguarding objectives across the organisation.

• Assist with achieving compliance objectives across the organisation.

• Other reasonable duties as required.

Qualifications and Selection Criteria

Required

• Identify as Aboriginal and or Torres Strait Islander.

• Experience coordinating case management support to vulnerable clients.

• Demonstrated ability to undertake holistic assessments for vulnerable youth and families.

• Demonstrated ability to engage with young people, their families and community.

• Ability to work effectively with others (internal and external).

• A sound understanding of contemporary psycho-social theories and practices including trauma, strengths-based based practice, and resilience

• Good written skills

• Ability to conduct after hours outreach at least once a week and more if required.

• Current NT Drivers Licence, NT Working with Children (Ochre) Card, satisfactory Police Check, and proof of full (3) vaccination against COVID-19.

Desired

• Completed tertiary studies in Social Work or other relevant degree.

• An understanding of Aboriginal culture as well as a broad range of contemporary issues affecting Central Australian Aboriginal people.

• Willingness to complete a case management short course within the role.
