What you will doas the Analyst/Senior Analyst

The ACCC has a key rolein energy markets through its market inquiries and sector-specificmonitoring in relation to the electricity and gas sectors. TheACCC’s Infrastructure Division is responsible for carryingout these functions through its Electricity Markets Branch and GasMarkets Branch. 

The Electricity MarketsBranch is responsible for three main functions:

  • producing two reports a year under its inquiry into the prices, profits and margins in the supply of electricity in the National Electricity Market and contributing to policy debate. The inquiry is expected to conclude in August 2025.
  • monitoring compliance with, and enforcing, electricity-specific provisions of the Competition and Consumer Act 2010 designed to prevent energy market misconduct (Part XICA)
  • monitoring compliance with, and enforcing, the pricing and advertising of the Electricity Retail Code. 

The Gas Markets Branch isundertaking an inquiry into the supply and pricing of natural gasin Australia’s east coast gas market. The inquiry is wideranging and looks into the supply of, and demand for, natural gasin Australia. The Gas Markets Branch report to the Treasurer on aquarterly basis. The inquiry is expected to conclude in 2030. TheGas Markets Branch is also monitoring and enforcing recent policyreforms in gas markets, as well as advising government on thosereforms as they were developed, such as monitoring and enforcingcompliance with:

  •  the gas price cap, an emergency measure that applies a temporary price cap on the supply of regulated gas, and has also been delegated a power by the Minister to grant exemptions
  •  a new mandatory gas market code and supporting Ministerial exemption decisions. 

Our successful applicantswill: 

1.   investigate and analyse qualitative and quantitativeinformation about electricity and/or gas markets to produce robustand informative results and form evidence-basedconclusions. 
2.    assist inthe drafting and presentation of reports and publications for avariety of internal and external stakeholders, including ACCCCommissioners, governments, businesses, members of the public,consumer advocates and industry groups. 
3.    contributeto stakeholder engagement activities relating to data andinformation collection, analysis of issues and the development ofpolicy initiatives relevant to the ACCC’srole. 
4.    engagecollaboratively with staff throughout the ACCC as well as otherregulators and agencies including the Australian EnergyRegulator. 

Aboutyou

In order to succeed inthe role, you will have:

All successful candidateswill:

1)    Have awell-developed understanding, or ability to quickly acquire thisunderstanding, of:

  • the Australian electricity and/or gas industries
  • the role, purpose and objectives of the ACCC.

2)    Analysequantitative data and qualitative information to draw accurateconclusions, and support evidence-based decision making.
3)    Strong oraland written communication skills to engage effectively with a rangeof internal and external stakeholders.
4)    Tertiaryqualifications in law, economics or another relevant area e.g.commerce, business, data, finance, management oradministration.
5)    For someroles, experience in the following will be highlyregarded:

  • Knowledge of R software and programming language and data manipulation techniques.
  • Knowledge of regulatory pricing models and decision-making.

Senior Analysts (APS 6)will also:

6)    Superviseand develop staff by providing regular and appropriate feedback anddirection.
7)    Work underlimited direction and be responsible for planning, organising andprioritising various work tasks.

Salary:

APS5 - $83,320 to$88,348 per annum plus 15.4% superannuation

APS6 - $92,228 to$103,370 per annum plus 15.4% superannuation
