The APS 6Senior Cost Accountant will be required to work in a complex operating environment as part of the Naval Construction Branch (NCB).The position supports the implementation and delivery of continuous shipbuilding. This position is an integral part of the Business Cost Team and will have an opportunity to embed cost management processes, ensuring a clear and consistent approach that aligns with management and financial accounting activities.The routine business activities that the role will undertake includes analysis of financial information, preparation and presentation of budgets and financial reports, provision of accounting advice and engagement with various stakeholders to secure financial and costing information for assurance purposes.The key responsibilities and duties for the position are:
- Provide assistance in establishment and management of shipbuilding budgets for effective reporting and forecasting of the expected outcomes, in-year and over life of projects, and provide accurate and timely information to stakeholders within the Defence maritime environment;
- Evaluate the costing rationale and justifications of procurements and contract proposals, and provide recommendations to NCB delegates in line with Defence policy and sound business practice;
- Undertake and manage the outcomes of cost assurance activities, including providing accurate and timely advice to stakeholders and managing corrective actions;
- Supervise staff and implement work plans for the cost team, including setting tasks and priorities, managing work flow and allocating resources to ensure priorities and key expected results are met;
- Contribute to the delivery of the NCB Strategic Plan in relation to the Business Cost Function by assisting with the development, review and implementation of processes and systems to support current and future business requirements.
The Naval Construction Branch (NCB) is accountable for the assurance of ship construction, set-to work and transit of vessels constructed at the Osborne Naval Shipyard and Henderson precinct. We are headquartered in Osborne, SA and have a detachment in Henderson, WA and a smaller presence in Port Macquarie, NSW.NCB is furthering continuous naval shipbuilding and growing sovereign capability by overseeing the construction to ensure quality and standards are met, storing lessons learnt and developing standard shipbuilding procedures for construction.NCB will oversee the construction of many different Navy vessels including Offshore Patrol Vessels, Hunter Class Frigates, Young Endeavour, Mine Hunter Vessels, Evolved Cape Class and Pacific Patrol Boats. Working at NCB will enable you to be at the grassroots of continuous naval shipbuilding, where you are part of a working shipyard, being able to see and contribute to the vessels delivered and used in Service by Navy.Our Ideal Candidate
We are seeking the following key qualities, skills and knowledge in our ideal candidate:
- Qualifications or evidence of experience in accounting or business/financial management of a major project (turnover of $20 million or more);
- Completion of relevant accounting or business management qualification;
- Experience in operating financial or accounting management systems or tools;
- Good analytical skills and the ability to communicate with line managers and technical officers;
- Good organisational skills including the ability to work with various Microsoft applications to an advanced level;
- Experience of operating in a collaborative team environment and maintaining a positive attitude.
