About the Team
The Agency Budget and Finance Controls Branch is responsible for the financial management of the Agency and Scheme and provides insightful financial reporting to enable strategic decision making.
Key accountabilities include producing audited annual financial statements, the Annual Report, budgets, monthly financial reports and forecasts. The branch manages the maintenance and development of finance systems, analysing financial performance, and providing financial advice to support decision making and ensuring compliance with legislative requirements. They provide financial reports and advice to support the business manage its group, division and branch level budgets.
About the Role
The APS6 Finance Officer is accountable under limited direction to undertake complex work that is guided by legislation, policies, procedures, standards, methodologies and precedents.
The position is a team membership position that may be required to perform work that involves team leadership and management responsibilities requiring the setting of priorities and managing workflows of a team.
Responsibilities may include but are not limited to:
- Analysing and interpreting statistical reports to assist with the development of work plans and strategic planning.
- Collaborating with stakeholders to resolve issues and ensure effective and timely implementation of projects.
- Coordinating and providing cost estimates for all internal and external requests for changes to systems.
- Developing correspondence for stakeholders, such as financial reports, corporate documentation, and responses to ministerial submissions.
- Exercising appropriate delegations in accordance with legislation and guidelines.
- Managing quality assurance activities and outcomes including the use of integrity/error reporting and the coordination of quality audits.
- Preparing a range of written material including business cases, reports, and corporate documentation.
- Undertaking quality assurance of feasibility and cost estimates, assumptions, and justifications.
- Undertaking detailed financial analysis of branch/division’s variance to budget and forecast.
- Undertaking financial administration and across the division’s cost centres and projects, including budgets, monitoring, forecasting and accruals.
Key skills required:
- Qualified Accountant.
- Accounting experience with 3-5 years in a medium to large organisation Finance Business Partnering experience is highly desirable.
- Prepare end of month accruals.
- Monthly monitoring, trend analysis and reporting of financial performance.
- Prepare and review reconciliations.
- Assist in the preparation of Annual budgets and undertake budget reviews, monitoring and forecasts.
- Provide finance advice that is consistent with accounting standards, legislation, and internal policies.
- Assist in process improvement projects to ensure efficient and effective Finance operations.
- Able to collaborate and resolve issues with stakeholders.
- Analytical skills – to be able to interpret what the numbers actually mean.
