The purpose of this role is to lead the analysis of business processes and procedures across the Environment and Regulation group including the Compliance Services, Development Control, Health and Environment, Environment and Education and Strategic Property Services Units of a large local council.
The role will include the identification, business case development, planning and implementation of solutions including technology systems to optimise Council business in close consultation with Council's Information Management Group
Responsibilities:
• Lead a review of the Environment and Regulation Group's business processes through the observation, facilitation, documentation, analysis and re-engineering of existing and future business processes and systems, to facilitate business and system improvement initiatives with a focus on systemisation and service management.
• Lead the documentation of business requirements for technology solutions that meet business needs and align with service area and corporate strategies and plans.
• Research business and technology solutions to enhance service performance, productivity, and customer experience. Identify solutions and conduct options analysis considering cost-benefit analysis, ability to deliver on business objectives and priorities, meet business requirements for Environment and Regulation Group in conjunction with Information Technology Strategy.
• Develop detailed business case/s for recommended solutions for investment decision making. Develop roadmap and project plan/s including work packages, deliverables, resources and scheduling in consultation with major and impacted stakeholders.
• Provide expert project management. Lead and manage the implementation of complex solutions for effective change management and benefits realization in consultation with delivery partners.
• Lead collaborative stakeholder engagement and manage business change to ensure positive engagement, effective communication and alignment of processes with business and corporate objectives and priorities.
Criteria:
• Substantial experience leading transformational technology systems projects in a complex environment throughout the project lifecycle.
• Substantial experience in business analysis demonstrating achievement in identifying and quantifying future business benefits from improvements, conducting research and cost benefit analysis for technology uplifts, developing compelling and data driven business cases, and developing technology implementation roadmaps and project plans.
• Significant experience in working collaboratively with stakeholders and business groups to document and analyse business practices and requirements (BPMN) in the context of recommending business process and technology solutions to improve productivity and align with business objectives and priorities.
• Highly developed and interpersonal skills demonstrated by achievement in: Interacting effectively and personably with a diverse range of business stakeholders; Accurately reflecting customer requirements, objectives and expectations in documentation and discussions;
• Influencing stakeholder understanding and acceptance of business process change; Presenting and discussing analysis outcomes and solution proposals with stakeholders, senior management and IT peers.
• Demonstrated understanding and experience applying business improvement, project management and information technology methodologies in the delivery of complex projects. This may include Business Process Mapping and Notation, lean management, user centred design/design thinking, ITIL Service Management, change management and critical path method.
