Job description

One Solution Recruitment is seeking a Business Analyst who will provide leadership and subject matter expertise on analytics, the effective use of process and the development of new and innovative ways of driving system-wide (predominantly People & Culture (P&C) systems) improvements.
 
The position ensures the quality, reliability and functionality of P&C and related corporate systems are met before deployment through effective planning, design, development and testing. The BA position also ensures that users will be supported post deployment and that upgrades and fixes are applied as required.
 
Current projects include enhancement to existing systems such as TechnologyOne, as well as the implementation of new workflow systems including onboarding, rostering/time and attendance and dashboard management platform.
 

Essential Criteria
1. Relevant technical accreditations and/or professional project management
qualifications.
2. In-depth experience in a Business Analyst role in a similar organisation. Including a leading role in planning and delivering end-to-end improvement projects.
3. Demonstrated knowledge of HRIS Human Resource Information Systems or
similar systems in a diverse organisation.
4. Experience in project management.
5. Experience in writing and presenting clear and concise solutions, business rules and improvements to solve documented business and technology problems.
6. Ability to work with cross functional process owners to translate requirements into technical design.
7. Demonstrated problem solving skills and initiative, including ability to identify, implement and review the process/cycle which result in positive change/s in service delivery and respond effectively to change.
8. Demonstrated skills and experience in strategic planning and resource
management, ideally relating to HR systems, processes, and reporting.
9. Demonstrate a working knowledge across the Microsoft suite of products. Incl Office365, Excel, BI, workflow.
10. Proven ability to deal with multiple responsibilities and work autonomously and flexibly with minimal supervision to meet deadlines.
11. Demonstrated commitment to customer service, continuous learning, EEO,
Workplace Health and Safety and ethical principles.

Desirable Criteria:
1. Experience in Local Government
2. Experience with the TechnologyOne Suite
3. Experience with Tambla
4. Experience with Oracle
5. Business Analysis certification
6. Project Management certification
7. Current Class C (minimum) NSW Driver’s Licence

KEY DUTIES, ACCOUNTABILITIES & RESPONSIBILITIES:

People and Culture Systems, Policies and Procedures
1. Management of HRIS Systems, including establishment and organisation structure data including system workflows, vacancy management reporting, data extraction and adhoc reporting for clients and the Leadership Team. This includes alignment and integration of P&C business systems with Council’s core business systems, such that key decision makers trust and rely on HR business systems and metrics.
2. Analyse develop, review and evaluate P&C business systems, working closely with the P&C managers to ensure they are fully supported.
3. Responsible for coordinating and facilitation of complex and potentially high profile projects for Council, predominantly related to HR systems and processes and reporting, to consider client needs, organisational priorities, and legislative requirements; and to facilitate cultural change and continuous improvement.
4. Key input into P&C business improvement strategy and workforce management strategy.
providing recommendations on how to maximise HRIS/IT systems to assist Council meet its strategic goals.
5. Ability to work independently and in a team environment, developing and maintaining co-operative relationships to establish strategic links with internal and external stakeholders, with a demonstrated commitment to excellence in customer service.
6. Develop and maintain project documentation in accordance with IWC Project
Management Framework.
7. Make recommendations to improve business process efficiency/technology solutions based on data driven information.
8. Work with vendors that may provide consulting, training, and support of enterprise application.

Financial Management
1. Working closely with the Workforce & Diversity manager to Identify and assess significant deviations from the budget and take appropriate action.
2. Work Closely with Payroll/Finance to ensure the Organisation Structure and the Finance labour shell match in the HRIS.

Leadership and Service Management
1. Facilitate the development and implementation, review and maintenance of systems and procedures.
2. Ensure that the Workforce & Diversity Manager is informed of any issue which may affect staff or service delivery.
3. Support and ensure the timely and systematic advice and reporting to the P&C Team, Executive and Leadership Team.

Reporting
1. Provide timely and systematic advice and reporting to the Workforce & Diversity Manager on all aspects of operation of HRIS systems including data integrity, metrics and system updates including but not limited to:
• Performance indicators
• Financial performance and
• Management of Incidents and Issues arising
• LGNSW and various metrics/demographic surveys

Business Planning
1. Review, develop, update and execute HRIS transactional policies, procedures, goals and business plans that ensure continued compliance with regulations.
2. Inform, train and support staff and stakeholders during any required change and implementation process.
3. Monitor and enact performance against agreed benchmarks and performance
indicators for relevant service delivery and corporate support areas.

Performance Management
1. Facilitate the development and implementation of performance management
including updates for HRIS systems services across Council, ensuring consistency with Council policy, legislation and best practice principles.

Network and Personal Development
1. Maintain a current working knowledge of HRIS system developments, legislation and practice.
2. Cultivate and maintain industry links by means of journals, workshops, seminars and conferences as agreed with senior management.
3. Participate in training and other professional development.
4. Develop and maintain co-operative, appropriate and effective working relationships with internal and external stakeholders, with a demonstrated commitment to excellence in customer service.
5. Maintain effective confidentiality, probity and anti-corruption measures in all dealings.
6. Build networks, and establish strategic links with internal divisions, external agenciesand/or groups.
7. Engage with relevant stakeholders across Council.
8. Partner with ICT to execute systems initiatives and provide solutions.
9. Participate as a team member in projects.

2. Comply with statutory and regulatory requirements and standards.
