About the Branch
The Corporate Branch is responsible for delivering enabling services that support the effective and efficient operation of the agency and facilitates the agency’s compliance with legislation, policies and guidelines as a non-corporate Commonwealth entity.
The branch complements the scheme-focus of other agency divisions by facilitating strategic communications and client engagement through the agency’s website and contact centre. In addition, the branch supports efficient resource management and corporate accountability through functions such as financial management, performance reporting, parliamentary services, procurement, communications, property management and human resource management.
Role Responsibilities and Duties
As the Chief Operations Officer (COO), and a Senior Executive, you will be a part of the Business and Strategic Leadership Teams in the agency. You will inspire the Corporate Branch on how to provide the best service to the agency, and how to engage, change, and educate to influence decisions and actions. This is an exciting and important time for the agency, and you will be responsible for challenging and rewarding work supporting our business in administering legislation that will reduce carbon emissions and increase the use of clean energy on a national scale. In addition, you will build effective, high performing teams that can lead, mentor and develop others.
The Chief Operations Officer reports directly to the Chair of the Clean Energy Regulator and provides counsel and advice directly on significant matters. The duties of the role include, but are not limited to:
  • Contribute to the strategic direction of the Clean Energy Regulator as a member of the Senior Leadership Team.
  • Management and leadership oversight of corporate services encompassing Finance, Human Resources, Communications, Performance Reporting, Parliamentary, Security and Property Management.
  • Building collaborative and trusting working relationships with the Chief Financial Officer, General Manager Human Resources, Manager Communications and Manager Performance Planning and Parliamentary to meet the branch goals and objectives.
  • Actively promoting excellence in corporate services and promoting a culture of collaboration and diversity of thought across the branch.
  • Lead the internal reporting cycle for the Clean Energy Regulator including monthly reporting, corporate planning, business planning and reporting to the Board.
  • Lead the external reporting cycle including annual report, annual financial statements, and Portfolio Budget Statement.
  • Actively build sustainable relationships within the Clean Energy Regulator, across the APS and with external parties including key strategic relationships with other agencies and service providers.
  • Represent the agency at external forums as needed, including senate estimates.
  • Promote and maintain capabilities and good governance to properly manage and use data assets within your area of business responsibility in accordance with the agency’s data governance framework.
  • Chair the Security Governance Committee and undertake the role and responsibilities as the Chief Security Officer under the Protected Security Policy Framework for a protected environment.
Qualifications/Experience
The following qualifications and experience are highly desirable for the position:
  • Tertiary qualifications in business, commerce, accounting, human resources, management, or communications fields.
  • Significant leadership experience in a multi-disciplinary environment.
  • Demonstrated ability to achieve results with the ability to influence, negotiate and communicate effectively to build and maintain effective, collaborative relationships.
