This Ongoing Full-time position is located within the Integrity, Assurance and Executive Services division (the Division) and reports to the Manager, Child Safety Investigations.
About the Division
The Division provides expert advice and support to the department through a range of portfolio, advisory and assurance services. The Division also provides support to the department's executives and ministers and manages all Cabinet and Parliament processes. In addition, it undertakes a range of time limited projects to support the efficient operation of the department.
There are 4 branches within the Division:
- Conduct and Integrity
- Assurance
- Executive and Ministerial Services
- Knowledge, Privacy and Records.
The Conduct and Integrity branch (the Branch) leads critical functions with respect to both school and corporate employees and operations:
- fraud and corruption investigations, including mandatory reporting to Independent Broad-based Anti-Corruption Commission (IBAC)
- Child Safety and other misconduct and reportable conduct investigations, including notifications to the Commission for Children and Young People (CCYP) under the Reportable Conduct Scheme in relation to departmental employees and others engaged in departmental workplaces
- developing and maintaining the department's guidelines on managing complaints, misconduct and unsatisfactory performance for the public service, and teaching service
- providing expert advice and support to principals and people managers to manage allegations of misconduct, unsatisfactory performance, fitness for duty and to ensure effective application of integrity-related policies
- expert advice and management of fraud and corruption control, integrity performance reporting and operation of department's Employment Limitation and Criminal Record Checking policies and processes
- managing interactions with oversight and integrity bodies (including the Victorian Institute of Teaching, CCYP, IBAC, Victorian Ombudsman and Victorian Public Sector Commission)
- capability building and training activities aimed at increasing staff confidence to prevent, identify and respond to inappropriate behaviour, reportable conduct and misconduct
- strengthening avenues for staff to speak up about inappropriate behaviour and misconduct
- driving behavioural and system change to build a stronger culture of integrity in the department.
About The Role
The Child Safety Investigator is responsible for conducting investigations into allegations of misconduct by department employees and allegations of child abuse falling within the Reportable Conduct Scheme related to our workplaces.
As part of this role, the Child Safety Investigator will be expected to:
- have experience or qualifications in investigations
- undertake collection and analysis of evidence and conduct investigations into allegations of misconduct by a staff member and allegations related to Child Safety (reportable conduct) following authorised procedures
- prepare high quality written materials including investigation reports, briefings and correspondence
- build strong relationships with internal and external stakeholders, including advice to senior decision-makers
- contribute to branch and system improvement activities
- deliver service-focused and responsive complaint handling
