About North East Link
The Spark Consortium has been selected to deliver the Central Package of the North East Link Project - Victoria's biggest road project.
The Spark Consortium's Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.
The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne's freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.
About the Opportunity
The North East Link project is a $11Billion PPP Contract, the largest road project to ever be awarded in Victoria and the first of its kind in terms of a PPP in Australia that contains an Incentivised Target Cost (ITC) regime. This regime has been designed by the State to mitigate key project risks and encourages alignment of interests during delivery as both parties share the pain and the gain which ultimately fosters a collaborative culture.

In this role you will act as a role model for the projects vision and values, while coaching and supervising other project team members to maintain technical competence and consistency of administration.
This role will be accountable for:
- Maintain collaborative relationship with all key internal and external parties
- Issues Management and Dispute Avoidance and Resolution.
- Change Management under the Head Contract PPP. Review and compile modification proposals/requests to and from the Client.
- Mange all formal correspondence and ensure all contractual obligations are met.
- Administer the Interface Deed with the O&M provider.
- Be comfortable working at a detailed and strategic level and support this with the necessary written, numerical and verbal skills. Able to accept responsibility and accountability for all the directly related commercial activities in relation to the Head Contract PPP.
- Be innovative in managing complex contractual and commercial arrangements such as managing a PPP commercial arrangement and painshare and gainshare mechanism (ITC).
- Establish and implement commercial plans, procedures, and systems to align with the Head Contract PPP requirements.
- Create and maintain a delivery commercial toolkit, including ongoing continuous improvement.
- Coach and supervise other project team members to maintain technical competence and consistency of administration within the project team and to check that actions or inactions which could result in trends or constructive Modifications are identified and make recommendations on their resolution.
- Provide support on key project matters such as, but not limiting to, KRA, Milestones and Abatements.
Minimum requirements for this role are:
- Bachelor's degree in Engineering, Law, Quantity Surveying or Construction Management.
- 15 years+ experience in commercial and contract administration gained on construction, engineering or associated projects.
- Construction experience on a mega project is essential.
- Skilled in cost engineering, quantity surveying, planning, risk, estimating, tendering, construction law, contract drafting, administration and negotiation of contracts and subcontracts including change orders, dispute resolution and effective correspondence.
- Experience in dealing with large multinational parties. Experience of operating strategically and commercially in functional areas /matrix organisation.
