Position Overview
The Contract Administrator plays an important role in the delivery of the Courts’ national property and procurement activities, including the delivery of commercial contract templates, RFQ templates and the development of tender documentation to assist key FCA Entity business areas. The Contracts Administrator is part of a team that provides high-level contract management advice and support to the property team as well as staff and management of the Federal Court, Family Court and Federal Circuit Court and National Native Title Tribunal. The Contract Administrator ensures contracts and agreements provide value for money for the Court through competitive market testing and rationalisation of service provision.
Duties
The Contracts Administration Officer is responsible for:
- Apply a best practice commercial approach to the Court’s contracting processes, seeking efficiencies in service and economies in costs while ensuring good governance over processes and systems consistent with Commonwealth procurement rules;
- prepare tender documentation and obtain approvals for project works related to architects, engineers, construction, signage, furniture and other capital works accordance with Commonwealth Procurement rules and FCA Entity procurement procedures;
- assist in the tendering process of property projects including documentation, evaluation and recommendation for preferred vendors and required services;
- Coordinating contractual correspondence, notices, claims etc for major contract;
- Assess commercial and contractual risks, identify and implement appropriate controls and escalate actual or potential issues to Commercial Manager and or Project Manager;
- Preparation and coordination of Property Procurement related documentation including templates, schedule, correspondence, reports, submissions, plans and strategies, risk and performance reviews, contract change proposals and other contract management documentation;
- Applying legal principles, legislative and policy compliance obligations and critical commercial risk and performance requirements related to procurement and contract management;.
- Monitor and forecast expenditure on the works, including contract payments, administration costs, and materials/services against the project budget.
Qualifications
- Degree or extensive senior level experience in a relevant field e.g. Property/Facilities Management/Project Management.
- Industry recognised course in Building/Facilities Management or related discipline. (TAFE, Tertiary or Property Council).
Special Requirements
Flexibility to travel interstate when required.

- Experience and understanding of
- Property project management;
- Coordination of property related professional disciplines;
- Commonwealth procurement and tendering activities;
- Contract management;
- Project financial monitoring, forecasting and reporting; and
- Project risk assessments, management and reporting
- Demonstrated experience in a range of contract management functions including tender and contract development and management, risk management, preferably including and performance management in a contracting environment.
- Highly developed communication skills, including negotiation and influencing skills to deal with internal and external parties; contract negotiation; ability to represent the Court in an external environment and to communicate regarding change issues at all levels.
- Highly developed analytical and problem solving skills to define issues, develop options, assess feasibility and determine resources and other considerations.
- Demonstrated interpersonal skills to deal with a variety of people form diverse backgrounds, often under difficult circumstances.
