The Role
This position coordinates Council’s Environment and Community Safety services ensuring statutory obligations are met and effective and efficient services are delivered to the community
Responsibilities Include
Foster an engaged, innovative, customer-focussed and high performing team, reflective of Council’s values.
Provide leadership, direction, mentoring and support to the Environment and Community Safety team.
Lead the design, implementation and evaluation of plans, policies, strategies, programs and projects to support Council’s Environment and Community Safety functions, including Council’s Waste Management Strategy, General Local Law, Domestic Animal Management Plan and annual service/management plans.
Achieve continuous improvement by developing, implementing and administering processes and systems across the Environment and Community Safety functions that provide a consistent, customer-focussed and efficient service, and increases organisational and public awareness of relevant legislation including the General Environmental Duty.
Assist with the preparation and management of annual budgets reflecting current Council policies for projects and activities appropriate to the team.
Coordinate Council’s approach to community education and behaviour change programs across the Environment and Community Safety functions.
Contribute to the review of State government legislation, policies, programs and prepare submissions for Council as required by the Manager Community Safety and Amenity
Perform the role and functions of Deputy Municipal Emergency Response Officer and Emergency Liaison Officer as required.
Perform, as directed, other duties that are within the limits of the incumbents’ skill, competence and training
Qualifications and experience
Qualifications and experience in waste management, sustainability, circular economy or environmental management/science/planning or other related discipline preferred. Qualifications and extensive experience in a regulatory field will be considered.
Experience in the preparation and implementation of business plans and budgets and generating innovative approaches to more effectively deploy resources
Experience in local government desirable but not essential
Selection criteria
Qualifications and experience as listed above.
Demonstrated people management and communication skills, with the ability to develop resilience and motivation and provide mentoring to staff.
Extensive experience in the development, implementation and evaluation of strategies, plans, and policies
Proven ability to develop alternative and innovative services which improve delivery and provide solutions to meet community needs.
Project management skills and demonstrated ability to deliver projects in a complex political environment on time, on budget and to a high standard.
Excellent written and verbal communication skills, with experience in consulting with a wide range of audiences including the ability to deal with the community and professional industry to achieve the best possible outcome.
