  1. About our requirements
The Business Products team manages a range of the whole-of-agency custom build web solutions (REACT, Java) and COTS solutions such as Pegasystems and big data platform like Palantir for AUSTRAC.
  
ITS/Business Products would like to test the market for a delivery manager/Service Manager to support multiple systems within ITS, major programs and AUSTRAC.
  1. About the Project
The ITS and Reporting Entity System Transformation (REST) program will bring substantial changes to AUSTRAC Online (AO), transforming the way Reporting Entities (REs) interact and report to AUSTRAC.
  
Between 2022 and 2025, we expect our major technology programs will update AO to a modern, secure and more responsive reporting platform that will modernise AUSTRAC’s reporting system to provide reporting entities with a system that is easier and faster to use to support reporting entities to meet reporting entities AUSTRAC obligations.
  
It will also position AUSTRAC to achieve stronger regulatory and intelligence outcomes by:
  • supporting the increasing flow of financial intelligence between the government and its partner agencies,
  • strengthening the security of Australia’s financial system enhancing industry compliance with anti-money laundering and counter-terrorism financing (AML/CTF) obligations enhancing AUSTRAC’s ability to detect and deter non-compliance.
  1. Key Attributes
Services Required
The Delivery Manager role, while working independently in a collaborative setting, is responsible for:
  • leading a product team, technical delivery management and agile scrum master
  • engaging with the full range of AUSTRAC teams to ensure that the functions provided meet the needs of AUSTRAC.
  • coaching, guiding and mentoring delivery team by developing a self-organising and self-managing team that is both outcomes-focused and customer-focused.
  • effectively removing obstacles and impediments to delivery
  • aligning with branch and agency priorities
  • working effectively with Line management, Product Manager, and customer stakeholders
  • communicating and negotiating effectively with Business Products Teams, ITS teams and different levels of stakeholders to achieve outcomes.
  • continually working towards improving the agile approach used in AUSTRAC and commit to sharing their experience and knowledge with colleagues in and outside the product team.
  • organising planning on system delivery, showcase and rollout in accordance with agile methodology.
  • organising delivery team resources with relevant Line Managers to meet delivery goals.
  • ensuring project is delivered within the budget through regular monitoring and reporting.
  • establishing and transitioning to a BAU team for the on-going support of AUSTRAC applications
  • updating Executive Sponsors on project status (with Product Manager)
  • promoting an engaging, knowledge-sharing, transparent culture that is aligned with APS values and APS code of conduct.
  • encouraging team members to share and document information to remove agency risks of having single-points of failure.
  • debating solutions and design in a healthy and constructive manner as well as challenging existing rules and processes
  • working pragmatically and flexibly to changing needs
  • managing delivery performance, team members to learn from mistakes and being accountable for work.
  • articulating agency benefits achieved through the delivery of the project and decisions made.
  • participating in the recruitment for new Business Product talents e.g. being a part of recruitment panels
  • declaring any conflicts of interest that are likely to arise or arise during delivery.
  • completing reporting and administration requirements of the role
  • contributing to other work in ITS as required
  • supporting delivery management colleagues, Directors group in ITS as required for broader agency/portfolio initiative.
  
Criteria
Essential criteria
  1. Extent to which the response meets AUSTRAC’s requirement set out in the RFQ (50% weighting)
  2. The Supplier’s demonstrated capability and capacity to provide the requirement (50% weighting)
  3. Whole of life costs incurred by AUSTRAC. Considerations will include both the quoted price and any costs AUSTRAC will incur because of accepting the Supplier’s response (unweighted).
