About the Position:
Our client is a large Local Council located in the Sydney area who are looking for an experienced planning professional to lead the strategic direction for Development Contributions and Voluntary Planning Agreements.
Responsibilities:
- Provide high-level advice to the Chief Property Officer and the Executive Team regarding Development Contributions and Voluntary Planning Agreements.
- Facilitate the planning, evaluation, and negotiation of Council’s Development Contributions and Voluntary Planning Agreements through IPART.
- Develop, evaluate, and monitor Council policy in relation to developer contributions.
- Provide advice to Council, Committees, and Management regarding programs, policies, and developer agreements.
- Represent the Council at external committees or working groups, and build relationships with internal and external stakeholders on development matters.
- Collaborate with various internal stakeholders to ensure Council’s infrastructure needs and strategic priorities are represented during the evaluation and negotiation of developer agreements and the development of associated plans and policies.
Requirements:
- Extensive knowledge and understanding of the Environmental Planning and Assessment Act and associated legislation, particularly in relation to Section 7.11 and/or Section 7.12 Development Contributions and Voluntary Planning Agreements.
- Local Government or public sector management experience in the development and administration of Section 7.11 or similar Development Contributions plans and Voluntary Planning Agreements.
- Significant experience in negotiating and managing complex contracts and agreements.
- Demonstrated experience in policy development and implementation.
- Demonstrated ability to prepare, monitor, and report on budgets, including proficiency in financial management systems.
- Demonstrated ability to review and improve processes and procedures to achieve service delivery improvements.
